From the supply side,in the process of social and economic development,it is mainly the increase of production factor input and the increase of total factor productivity that contribute to its growth.At the beginning of the founding of the People’s Republic of China,it attached great importance to the speed of economic development.It mainly promoted the rapid economic development by expanding the production scale and increasing the input of production factors such as capital.Nowadays,under the background that the quality of economic development is becoming more and more important,technological progress has become an important path in the transformation of economic growth mode by promoting the growth of total factor productivity.The mechanism and power source of technological progress have always been the focus of academic research.In the early days of endogenous growth theory,many scholars believed that Hicks’ unbiased theory of technological progress was correct.However,with the continuous emergence of relevant literature on the direction of technological progress,the study found that in most countries,technological progress is not neutral in reality,and how biased technological progress plays an endogenous role in economic growth began to attract attention.It is an important issue how to enhance the role of technological progress in economic growth while maintaining a high rate of economic growth,so as to achieve sound and rapid economic growth.Over the years,China’s manufacturing industry has developed rapidly and made great progress in many fields.As early as 2010,China has surpassed the United States to become the world’s largest manufacturing country.However,compared with developed countries,the overall level of China’s manufacturing industry needs to be improved.Therefore,the study of the impact of biased technological progress on China’s manufacturing total factor productivity is of great significance to promote the growth of China’s manufacturing total factor productivity and select the appropriate direction of technological progress.Based on the relevant research of domestic and foreign scholars on biased technological progress and total factor productivity,this paper takes 27 sub sectors of China’s manufacturing industry as the research object and 1980-2019 as the research period to investigate the impact of biased technological progress on its total factor productivity.Firstly,the Solow residual method based on C-D production function and DEA Malmquist index method are used to analyze the time evolution trend of China’s manufacturing total factor productivity,and a biased technological progress model based on CES production function is constructed to understand its technological progress direction.Secondly,technological progress bias index,factor allocation bias index and total factor productivity are brought into the same research framework for benchmark regression,so as to analyze the promotion or inhibition of biased technological progress and factor allocation bias on total factor productivity growth.Finally,the paper investigates the two ways that biased technological progress affects total factor productivity,that is,the interactive effect of biased technological progress and factor efficiency level,and the comprehensive effect of the combination of biased technological progress and factor structure.According to the research results,the corresponding policy recommendations are put forward to explore the technological progress bias that is conducive to the growth of total factor productivity in China’s manufacturing industry.The results show that:(1)the average value of total factor productivity of China’s manufacturing industry shows an upward trend in the three stages of industrialization,and the increase of total factor productivity mainly comes from the promotion of technological progress;(2)Technological progress is capital biased from 1981 to2011 and labor biased from 1980 and 2012 to 2019,and there is industry heterogeneity in the direction of technological progress;(3)In the sample period,biased technological progress and factor allocation biased hindered the growth of total factor productivity to a certain extent;(4)After examining the level of factor efficiency and the composition of factors,biased technological progress will still have a negative effect on the growth of total factor productivity,which indicates that the current factor efficiency level of China’s manufacturing industry needs to be improved and the factor structure needs to be improved.
