Research On Bidding Risk Countermeasures Of Small Municipal Construction Enterprises Under EPC Mode

In recent years,with the acceleration of China’s urbanization process and the continuous improvement of urban functions,the municipal engineering industry has been rapidly developed,the number and scale of projects gradually increased,and the competition in the municipal engineering market has become increasingly fierce.EPC general contract mode is popularized because of its characteristics of improving project quality and reducing cost,but at the same time,the characteristics of EPC general contract mode also determine that there is a large uncertainty risk in the bidding stage,higher requirements are put forward for the bid risk management capability of the general contractor.However,at present,most of the small-scale municipal construction enterprises in our country are limited by their own conditions,such as weak financial strength and lack of design qualification,etc.,this leads to the lack of due attention to the identification and evaluation process of EPC municipal engineering project bidding risk,therefore,in the bidding stage,scientific bidding risk management has a great influence on the project decision-making and management of small municipal construction enterprises.Firstly,this thesis provides the background and current status of bidding risk of municipal engineering project of small-scale Municipal Construction Enterprises under EPC mode,this thesis points out the importance of research on bidding risk of EPC municipal engineering project of small municipal construction enterprises,and expounds the bidding risk management theory of EPC municipal engineering project and the related concepts of EPC municipal engineering project bidding.Secondly,it points out the existing problems of small-scale municipal construction enterprises bidding under EPC mode.Thirdly,through the construction of small municipal construction enterprises EPC Municipal Engineering Project Risk Index system to identify the bidding risk factors,using Delphi method method,Literature Review Method and questionnaire survey method,the thesis concludes that the risk factors of EPC municipal engineering project bidding of small municipal construction enterprises include 5 primary risk factors indicators,the factors are bidding enterprise itself,consortium,competitors,project itself,owner and 15 secondary risk factors.On this basis,the risk evaluation model of EPC municipal engineering project bidding for small municipal construction enterprises is established by using fuzzy comprehensive analysis,based on the practical case of J project of K Company,a small municipal construction enterprise,this thesis applies the established bidding risk evaluation model to test the applicability and feasibility of the model.Finally,on the basis of the actual situation in the K company,these bidding risk factors of different risk grades of higher risk,general risk and lower risk are analyzed,a series of risk control measures are put forward.The results of this thesis show that the outstanding risk factors in the bidding risk of EPC municipal engineering project of small municipal construction enterprises are reflected in the evaluation,in a sense,it enhances the accuracy of the evaluation conclusion.At the same time,this study also provides a new research idea and theoretical reference for the evaluation and Analysis of EPC Municipal Engineering project bidding risk.
