Grass-root water conservancy institutions generally refer to township water conservancy stations or management offices.They refer to the most grass-roots water conservancy administrative units set up in towns or small watersheds and regions to perform water administrative functions within their jurisdiction,and are an important part of the grass-roots water conservancy service system.Professional talents also play a very important role in the development of water conservancy at the grass-roots level.Professional talents can provide professional technical support for the planning,design,construction and operation of water conservancy projects.These talents usually have high professional quality and innovative spirit,can constantly explore new technologies,new methods and new models,and promote the leapfrog development of water conservancy at the grass-roots level.The grass-roots water conservancy institutions in Y City have done a lot in attracting and retaining professional and technical talents in recent years,such as regularly holding professional skills competitions in the water conservancy industry,encouraging outstanding top talents and highly skilled talents to participate in various academic seminars,research and academic conferences,etc.,but they still face the problem of professional brain drain,unable to recruit new talents,serious shortage of technical strength,and outstanding aging of personnel,The personnel structure is very unreasonable.The purpose of this paper is to explore the phenomenon of professional and technical talent drain in the grass-roots water conservancy institutions in Y City,analyze its causes and effects,and propose corresponding solutions.First of all,through questionnaire survey and interview,relevant data statistics were conducted,and the statistical data were analyzed.It was found that the main reasons for the loss of professional and technical talents in grass-roots water conservancy institutions were as follows:low level of benefits,unreasonable salary system,rigid incentive assessment form and limited incentive effect,affected by the reform of public institutions,unclear career planning and resulting in insufficient confidence of employees,low social identity of grass-roots units,etc,These reasons have led to the brain drain,which has affected the stable operation and development of water conservancy institutions.Then,the paper analyzes the impact of brain drain on the grass-roots water conservancy institutions in Y City,including the imbalance of personnel structure caused by personnel flow,the impact on the work efficiency of the unit,the increase of talent training costs,and the impact on the construction of professional talent team.These impacts not only have a negative impact on the operation of the unit,but also have a negative impact on the development of grass-roots water conservancy institutions.Finally,the paper puts forward some solutions,including reasonable salary design,career planning,and improvement of the working environment.These measures help to retain talents,enhance professional talents’ confidence in the development of grass-roots water conservancy,enhance the sense of acquisition and belonging of grass-roots water conservancy professionals,and promote the development of grass-roots water conservancy in Y City.
