With the proposal of the "Belt and Road" initiative,Chinese power companies have ushered in a new opportunity to sail out to sea.The California blackout in the United States objectively reflects that the power transmission and transformation systems in Europe and the United States need to be upgraded to improve system stability.At the same time,the hollowing out of local industry and high labor costs have led to the inability of European and American countries to implement large-scale power engineering construction.Chinese power engineering construction enterprises have duly filled the industry gap.In recent years,in order to effectively reduce the loss of power transmission,realize the upgrading of wind,light and energy storage industries,and promote regional economic development,social stability and environmental protection,the governments of Southeast Asia,South America and Africa have improved the reliability and economy of power supply by building high-voltage transmission networks and regional power transmission and transformation hubs,such as the Ethiopian Renaissance Dam project and the Brazilian Beautiful Mountain ±800 DC transmission project.For Chinese engineering enterprises,opportunities and risks coexist in the field of international power engineering.International power transmission and transformation projects have problems such as large equipment investment,complex technology,wide professional scope,and long construction period.The owner’s unit has great management pressure.In particular,power companies in developing countries lack experience in power grid construction,operation and maintenance.In order to avoid management risks,EPC contracts are often used to transfer project management risks to the general contractor while reducing the overall investment of the project.Therefore,it is particularly important for domestic power engineering enterprises to successfully implement international projects by doing a good job in risk management of international EPC power transmission and transformation projects,realizing risk prevention in advance,controlling in the process and reducing the potential impact of risks.This paper takes the risk management theory of international power transmission and transformation EPC general contracting project as the starting point,takes the Philippines B power transmission and transformation EPC general contracting project of S company as the research object,identifies the project risk through the risk verification table method,field investigation method and expert investigation method,and identifies 25 risk factors in 6 categories including economy,politics,culture,technology,organization and natural environment,forming a risk identification list.Then,through expert interviews and questionnaires,the risk factor indicators are scored,and the weight of risk factors is calculated by analytic hierarchy process and fuzzy comprehensive evaluation method.The risk factors are classified according to the principle of risk membership,and the main risks and secondary risks are distinguished.Finally,according to the evaluation results,risk response control measures are formulated for risk factors with different degrees of influence,and project risks are effectively monitored in the implementation stage.So as to minimize the risk of exposure and economic losses.
