State grid co.,LTD.,as a large enterprise directly under the state,is the main service provider of domestic power energy supply.In order to conscientiously implement the country's"people's electricity industry for the people" service purpose call,shoulder the country's economic development and people's living electricity demand burden.After the 18th national congress of the communist party of China,China's power system reform has been carried out in an orderly manner and deepened continuously.With the continuous improvement of power grid project management,bidding and investment mechanism,the risk management needs of power grid project-related projects are becoming more and more urgent.Power transmission and transformation project and ordinary construction project difference lies in the construction period,large investment,long construction environment is complex,high technical personnel professional level requirements,there are many different kinds of supporting facilities,have very high request for project safety and quality,due to social and economic conditions,climate,geological condition,geopolitical environment,changes in technology of alternating and other kinds of uncertain factors,the risk management as an essential link in the process of power transmission and transformation project construction is particularly important.This subject makes a brief description of the risk management theory system by fiully reading and exploring the relevant literature on the risk management of power engineering projects,and then analyzes and describes the risk management theory based on the characteristics of power engineering projects.From the risk management of risk identification,risk assessment and risk response to link to obtain,brief introduction of the related theoretical basis and commonly used method,and combined with the characteristics of power transmission and transformation project,from the Angle of the electric power enterprise projects department,with its Chinese funan county electric power supply company Wang Guba 35 kv power transmission and transformation project as the background,to explore a universal method of power transmission and transformation project risk management.At the level of county-level power supply companies,the easy-to-operate questionnaire survey method and expert interview method are used for risk identification.Using the above two methods of risk identification,risk combined with analytic hierarchy process to calculate index weight,identification conclusion Wang Guba power transmission and transformation project two levels of indicators and hierarchy structure model is established,and then with the help of fuzzy grey comprehensive evaluation method to establish the hierarchical structure model of risk assessment,project risk the possibility of size is calculated.Finally,according to the conclusions drawn from the above steps,effective measures to deal with the risks are proposed according to the actual situation of wangjiaba power transmission and transformation project.This subject applies the relevant theories and methods of risk management to the actual management of small and medium-sized power transmission and transformation projects,which has certain reference value for the risk identification,evaluation and response of similar power transmission and transformation projects carried out by power grid enterprises in the future.Of small power transmission and transformation engineering project risk management is presented in this paper general pattern,and identify Wang Guba power transmission and transformation project of 4 kinds of primary risk factors,27 kinds of secondary risk factors,through the risk assessment come to the conclusion that the possibility of a risk is high,and presents the corresponding project risk according to the results of the above measures,further conclude that any universality of small power transmission and transformation project risk coping strategies.The risk management model presented in this paper is suitable for all kinds of small power construction projects and has the characteristics of clear theory and simple implementation.
