Research On Risk Management In Commissioning Stage Of H Nuclear Power Project

With the implementation of national energy conservation and emission reduction policies and stable energy supply strategies,nuclear power,which has both green energy and stable base load attributes.has gradually become an important clean energy component in China.It has unique advantages in such aspects as the state has given strong support in terms of policy guidance and project approval.From the government work report proposing the policy of"developing nuclear power in an active and orderly manner under the premise of ensuring safety",to the "14th Five-Year Plan" which listed "safely and steadily promoting the construction of coastal nuclear power" as an important task,and then to 2022 my country’s 10 nuclear power plants The nuclear power unit was approved to start construction,and China’s nuclear power industry ushered in a new round of "spring".The construction of nuclear power projects is mainly divided into four stages:design,procurement,construction and commissioning.As the last stage in the construction process of nuclear power units,commissioning is an important link to comprehensively verify the design and construction quality,find and eliminate defects,and make the performance of equipment and systems meet the regulations.It is the final verifier and gatekeeper for the formal operation conditions of nuclear power plants.The risk in the commissioning stage has the characteristics of being greatly affected by the construction and safety work,the risk environment is complex,the risk factors are concealed,and the consequences of the risk event are serious.These factors put forward strict requirements for the risk management of the H nuclear power project commissioning stage.This paper takes the risk in the commissioning stage of the H nuclear power project as the research object,according to the project risk management process,carries out risk identification,risk analysis and evaluation of the risk in this stage,and puts forward corresponding countermeasures.In terms of risk identification,using the WBS work breakdown structure,the commissioning phase of the H nuclear power project is divided into commissioning preparation work and commissioning implementation work,which are further divided into 13 major commissioning tasks.Using the literature research method and expert interview method to identify and screen the risks in the H nuclear power commissioning stage.the first-level risks in the H nuclear power project commissioning stage were identified as quality risk,safety risk,technical risk,interface management risk,internal organizational risk and planning risk.In addition,the RBS risk decomposition structure was used to decompose each first-level risk,and 20 second-level risks and 110 third-level risks were obtained,finally forming a list of risk sources in the commissioning stage of the H nuclear power project.In terms of risk analysis and evaluation,the LSR risk evaluation method is used to evaluate the risk value of the risk source,and the analytic hierarchy process is used to evaluate the risk weight of the risk source.The risk value and risk weight are combined to determine the comprehensive risk value of the risk source.Then combined with the comprehensive risk value of the risk source,the primary and secondary factor analysis method was used to carry out risk evaluation on the risk source,and 46 major risk factors,16 secondary risk factors,and 48 general risk factors were obtained.In terms of risk response,countermeasures are proposed for the main risk factors in quality risk,safety risk,technical risk,interface management risk,internal organizational risk and planning risk.This paper researches and analyzes the key areas of risk management in the commissioning stage of H nuclear power projects,provides a theoretical basis for the risk management of H nuclear power projects,and provides a reference for risk management in the commissioning stage of nuclear power projects in my country.
