As a clean,efficient and high-quality energy source,nuclear energy has attracted the attention of countries around the world."Active,safe and orderly development of nuclear power" has become an important means for China to optimize its energy structure,ensure the security of energy supply,achieve the goal of "carbon peak and carbon neutrality",and respond to climate change.With the leapfrog development of China’s nuclear power industry,a large number of nuclear power projects have been approved to start construction,nuclear power plants are difficult to build,technically complex,and require extremely high engineering quality,design changes in the process of construction and commissioning are inevitable.If the impact assessment of design changes is not thorough,the management process method is not applicable,which will not only delay the progress of the project,but also lead to the deterioration of the quality of the nuclear power plant project,and even become a hidden danger that threatens the safety of operation.How to quickly and correctly carry out change impact assessment,implement high-quality and rapid verification,and revise the impact of change in a timely and comprehensive manner in the process of design change management is an urgent problem to be solved in the design change management of nuclear power projects.Based on the in-depth study of design change management theory and methods and reference to the practical experience of design change management of domestic nuclear power projects,this thesis takes the design change management of nuclear islands during the commissioning period of HN nuclear power projects as the research object,statistically collates more than 3,000 nuclear island design changes during the commissioning period,summarizes the overview of nuclear island design changes during the commissioning period,and conducts interviews and surveys with relevant responsible personnel to summarize the problems in change execution,verification and impact analysis in the process of design change management and the causes of problems.The design change management process was optimized by establishing design change impact assessment specifications,optimizing the design change implementation process,introducing a responsibility matrix to monitor the implementation of the change,and improving the communication efficiency,and the following research conclusions were drawn;(1)To carry out hierarchical and categorical management of design changes,nuclear power project design changes are not static,and must be integrated into the rigorous design change management theory of engineering projects.It is also necessary to combine the specific content of design changes and the actual situation of the engineering site,prudently adopt different management methods for different types and periods of design changes,and have a certain agile thinking.(2)To establish scientific and feasible design change impact assessment specifications and implementation verification processes,through the establishment of evaluation specifications for 4 assessment categories and 14 evaluation dimensions,the impact of design changes can be quickly evaluated,the optimization of the design change implementation verification process and the clarification of the responsible party,supplemented by tracking supervision and improving communication efficiency,can quickly and efficiently complete the whole process of design change implementation.(3)To exert the initiative to manage design changes,nuclear power project design change management should not only passively receive design changes for management,but also actively manage in front to achieve the agility and effectiveness of design change management.This paper supplements and expands the management method of nuclear island design change during the commissioning period of nuclear power plants,and provides support for the formation of a systematic and scientific nuclear island design change management scheme during the commissioning period of nuclear power plants.The design change management example of nuclear fuel transmission conversion equipment verifies the practical and feasible design change management process and method,which improves the accuracy,efficiency and agility of nuclear island design change management during the commissioning period.
