Due to the increasing number of population in our country,the discharge of sewage is also increasing,but no effective measures have been taken in the treatment of sewage.Due to the impact of many factors such as poor pollution interception effect,river pollution has become the main influencing factor of urban ecological construction,and urban water environment management has also become a key issue.River management affects people’s lives,and how to implement it requires comprehensive implementation by all sectors of society and exclusion of various influencing factors.At the same time,there will be various safety hazards and risks in the process of river management engineering projects.If these risks cannot be effectively solved,the normal operation of river management engineering projects will be affected.Therefore,it is particularly important to carry out risk management for river management projects.However,in the current theoretical research,there are few studies on the risk management of river management engineering projects,and mainly qualitative research,lack of quantitative research.This paper selects the key project of Guhe river management in Rongcheng City,analyzes the risk factors of the urban river management project,and studies the risk management of the project.In this paper,the Delphi method is used to identify the risk factors of the Guhe river management project in Rongcheng City.The existing risk factors were initially identified according to the source of the risk,and the identification results that could be further analyzed were summarized according to the impact targets and correlations,including 15 risk factors affecting 5 targets.Policy risk includes government intervention risk,departmental coordination risk,regulation and policy risk;Environmental risks in engineering construction mainly include natural environmental risks and construction environmental risks.The quality risk mainly manifests in the aspects of personnel quality,design,materials and equipment.Economic risks mainly include: capital control risk,budget growth risk and local financial risk;Management risk is mainly embodied in three aspects: management personnel risk,contract risk and material risk.Based on the risk assessment,the risk level is divided into two categories:environmental risk,quality risk and economic risk have a greater impact and are classified as higher risks;Policy risk and management risk are classified as general risk indicators.The key risk factors have been put forward with scientific,rational and operable control schemes,and practical preventive measures have been taken.The risk prevention of Guhe River management project in Rongcheng City is carried out from the five angles of environmental risk,quality risk,economic risk,policy risk and management risk with general risk level.
