With the development of Chinese economy,the irrigated area construction becomes the guarantee of agricultural development.In the past 10 years,the state has invested a large amount of budget in the construction of large-scale irrigation areas to promote the development of agriculture and ensure that the rice bowl in their own hands.The irrigation area projects in our country have the characteristics of multi-line long point,combination of point and line,complex construction technique,and much cross work,resulting in the project construction risk of diversification,strong outburst,more difficult to control,resulting in the construction project of personnel operation is not standard,raw materials,prefabricated component quality is unqualified and other risk factors,if control is not good,It will cause unqualified quality and even major safety accidents,resulting in serious adverse effects.Therefore,it is of important theoretical and practical significance to study the construction risk of water saving project in irrigation area.This paper takes the water-saving project of S City Irrigation District as the research object,firstly,analyzes the present situation of the risk management of S City irrigation district construction,and puts forward the existing problems of the project construction risk management;Taking WBS-RBS method for risk identification,combining with the whole process of project implementation,starting from five aspects: personnel factor,mechanical equipment factor,material factor,technical factor,environmental factor,this paper analyzes the types and types of project risks,establishes the WBS-RBS Risk Identification Matrix,analyzes the minimum working unit and the minimum risk unit to determine the project risk factors,the index system of risk evaluation is constructed,the index weight of each level is determined by AHP,the project comprehensive score is determined by fuzzy comprehensive evaluation,and the proportion of personnel factor and material factor is 0.5087 and 0.1949 respectively,in the process of irrigation district construction,it is important to control the heavy weight,and it is concluded that the risk level of the construction risk of the water-saving project in the irrigation district is middle risk,and according to the relative weight of risk indicators at all levels and the degree of impact on the project,from the low,medium and high levels to formulate targeted measures and implementation of protection.Based on the construction characteristics of the water saving project in the irrigation district of S City and combined with the theory of risk management,this paper explores the application of risk management theory in the actual construction of the irrigation district.It not only provides a more scientific basis for risk management,but also provides practical guidance for the construction of water saving project in the irrigation district.It not only reduces the probability of risk occurrence in the construction process of the irrigation district.Improving managers’ awareness of risk management lays a foundation for the smooth completion of irrigation projects,and also accumulates experience for construction enterprises in the field of risk management in irrigation area construction.
