| Our country has put forward the "New Infrastructure" and the extra-high voltage project construction has been strongly supported,meanwhile,various social emergencies occur frequently.Based on above,in an effort to ensure that extra-high voltage projects can be finished smoothly when affected by emergencies,the stable operation of the material supply chain is very crucial.Based on the field trip of extra-high voltage projects,the analysis of current situation of the material supply chain of extra-high voltage projects under unexpected events and the comb of relevant literature,the author found that there is a lack of systematic analysis on the risk management of the material supply chain of extra-high voltage projects under unexpected events.Therefore,based on system dynamics,this paper analyzes systematically the material supply chain of extra-high voltage projects under unexpected events and proposes countermeasures,so that the material supply chain of extra-high voltage projects can operate stably when affected by unexpected events and ensure the successful completion of the project.First of all,by reviewing the current situation of risk management research on the material supply chain of extra-high voltage project under unexpected events at home and abroad,this paper defines the concepts of unexpected events,extra-high voltage project,supply chain and risk management and combs their logical relationship,and explains the characteristics and theories of the material supply chain of extra-high voltage project to establish the scope of this research.Secondly,by analysing the actual situation of power engineering projects and the material supply chain of extra-high voltage projects at the current stage of emergencies,the problems and risk factors in each link of material procurement,material delivery,material transportation and material storage are summarised and analysed from the perspective of the material operation process.Several risk factors affecting the system risk are identified.After that,using qualitative and quantitative methods,model construction and simulation analysis are carried out based on system dynamics,modeling purposes are clarified,modeling boundaries are determined,causal feedback diagrams of material supply chain risks of extra-high voltage project under unexpected events are constructed by using VENSIM software,and qualitative analysis of each risk factor is carried out.The weight of each risk index is determined by using COWA method,and the stock flow diagram of the material supply chain of extra-high voltage projects under unexpected events is constructed.Meanwhile,the simulation of material supply chain of the actual extra-high voltage projects under construction in the event of an emergency is also referred to.The simulation results are then quantitatively analyzed to determine how the risk factors affect each other and the sensitivity of the supply chain system risk level to the indicators of each style factor,and concluded that the influential degree of material procurement,material delivery,material transportation and material storage on the system risk level decreases in order.Finally,based on the results of the risk assessment,countermeasures are proposed for the corresponding risks to mitigate the impact of prominent factors on the risk level of the supply chain,in order to achieve the purpose of risk control and keep the material supply chain of extra-high voltage project under unexpected events operate stably. |
