Abstract/Summary:
With the frequency of public health events,people must always consider the situation that often arises in infectious disease prevention and control.The spread of the covid-19 pneumonia epidemic has brought great changes to people’s travel.However,both society and individuals must return to normal social life as soon as possible.With the completion and improvement of China’s high-speed railway network,the high-speed railway network has increased the risk of cross-infection of the epidemic in various regions while bringing the economic and cultural life of each region closer.At present,the study of high-speed railway operation scheme under the influence of epidemic is a problem that needs to be solved by high-speed railway operation department in the special period of frequent occurrence of infectious diseases nowadays.Therefore,based on the prevention and control of coronavirus pneumonia,which is a new epidemic,the optimization method of the high speed railway operation plan is proposed in conjunction with the requirements related to epidemic prevention and control The solution of this problem can effectively meet the travel needs of passengers under the influence of the epidemic and improve the quality of passenger services.The results of this study can be applied to other major public health events as well.By compiling domestic and international literature related to the optimization problem of operation program,it is found that there are relatively few studies on the operation plan in the context of epidemic or infectious disease,and the optimization of operation plan is mainly focused on the normal situation.As a result,this paper proposes an optimization model and algorithm of high-speed train operation plan under the condition of epidemic,with the consideration of passenger flow and passenger travel choice during epidemic period.The optimization content of the operation plan is clarified through the analysis of the relative literature.Then the passenger demand and the distribution characteristic of passenger flow from both spatial and temporal is analyzed to introduce the impact of the passenger travel behavior under the condition of epidemic.On the basis of this,the problems related to the optimization problem of operation program under the influence of anti-epidemic measures are studied.According to the classification of risk level by epidemic prevention and control policy,the expected value of epidemic prevention is proposed.The penalty value of epidemic prevention across risk levels are used to indicate the effective degree of anti-epidemic measures at high-speed train stations under different risk levels.At the same time,Summarizing the impact of the epidemic on high-speed rail operations,train operations and drivers and passengers,and building a passenger service network,and analyzing the travel demand of passengers under the influence of epidemic.An optimization model is established to solve the high-speed railway operation plan under the epidemic with the following four perspectives as optimization goal: minimization of across risk level under epidemic prevention penalty values,minimization of high-speed railway operation cost and passenger transfer cost at high-risk stations during epidemic period,and maximization of passenger ticket revenue during the epidemic.The constraints such as line passing capacity,passenger flow demand under the epidemic,and the seating pattern of high-speed railroad trains under anti-epidemic measures are considered.The units and magnitudes are standardized for each optimization objective.According to the characteristics of the optimization of operation plan model,the bee colony algorithm is used to develop the solution,in which the idea of tabu search is incorporated to eliminate the drawbacks of the traditional artificial bee colony algorithm,the initial solution and the neighborhood solution is designed properlyThe design and operation of Wuhan-Guangzhou high-speed railway is chosen as an example.Stations with different risk levels are set as the scenario of epidemic.The passenger flow affected by the epidemic is handled and the model and the algorithm of the high-speed railway operation scheme are verified.The results start to reach convergence after a certain number of iterations.The validity of the model and the algorithm are demonstrated.The result shows that the model and algorithm can provide effective help for the organization of high-speed railway operation under the influence of epidemic,and provide some valuable reference for the theory of preparing operation plan under major public health events.
