| Corona Virus Disease 2019 has caused varying degrees of impact on countries around the world.After taking a series of effective measures,China has taken the lead in controlling the spread of the epidemic,which has effectively promoted the full restoration of economic and social order.As the main transportation mode of Chinese citizens,railway is the focus and difficulty of epidemic prevention and control work.With the normalization of epidemic prevention and control,scientific evaluation of railway epidemic prevention and control emergency management capabilities,timely detection and improvement of deficiencies,are of great significance to improving the level of railway emergency protection and effectively safeguarding China’s epidemic prevention and control results.The research work of this paper is as follows:Firstly,the situation of domestic and foreign public health incidents and railway epidemic prevention and control work is discussed.The urgent need to strengthen railway epidemic prevention and control emergency work and the importance of scientific evaluation of China’s railway epidemic prevention and control emergency management capabilities are clarified.Secondly,the basic connotation and characteristics of railway epidemic prevention and control emergency management capabilities are analyzed,and the factors affecting railway epidemic prevention and control emergency management capabilities are studied.The evaluation index system of railway epidemic prevention and control emergency management capability is constructed,guided by basic index selection principles and scientific index system establishment procedures.Thirdly,the cloud model forward generator is used to quantify qualitative indicators,so as to retain the uncertainty information of qualitative comments to the greatest extent.The improved AHP method is used to calculate the weight of each index,which effectively avoids the calculation defects of the traditional AHP method.Fourthly,various comprehensive evaluation methods are compared and studied to explore their respective advantages and disadvantages,and their applicability in the evaluation of emergency management capabilities for railway epidemic prevention and control is analyzed.The evaluation model of railway epidemic prevention and control emergency management capability based on extenics is constructed.Finally,the evaluation of the emergency management capability of the Nankun High-speed Railway epidemic prevention and control is used as an example for model application,the model calculation results are analyzed,and targeted countermeasures are proposed.The research results show that the evaluation system and evaluation model have good applicability in the evaluation of railway epidemic prevention and control emergency management capabilities.This work can provide a scientific and effective reference for railway epidemic prevention and control emergency management capabilities research and related work construction.It has certain theoretical value and practical significance. |
