Since the 18 th National Congress,China has put forward the strategy of strong transportation and the concept of green development.Transportation is the lifeblood of national economic development,playing an important pioneering role,and has an important supporting role for economic development.Green development concept is the inheritance and development of sustainable development concept,green development is the economic growth and social development mode with the goal of efficiency,harmony and sustainability,and green development concept is an important initiative to promote economic restructuring and high-quality development.In this context,this paper conducts a study on the interplay between traffic carrying capacity and environmental carrying capacity:Firstly,a comprehensive evaluation index system of traffic carrying capacity and environmental carrying capacity is established.In this paper,by combing relevant literature,combining the development status of traffic carrying capacity and environmental carrying capacity of Lanzhou-Xining Urban Agglomeration,selecting indicators from two dimensions of traffic carrying capacity and environmental carrying capacity,initially determining the list of evaluation indicators,then issuing questionnaires to experts in the industry to screen and determine the final list of indicators,establishing the Lanzhou-Xining traffic carrying capacity subsystem and environmental carrying capacity subsystem.The comprehensive evaluation index system of traffic carrying capacity and environmental carrying capacity of urban cluster is established.It lays the foundation for the coupling and coordination research in the later paper.Secondly,a coupled coordination model based on the VIKOR algorithm is constructed.(1)Calculation of weights.Most of the previous studies calculate the weights by the total system,which makes the value of the coupling coordination degree very low.In this paper,the evaluation value,coupling degree,and coordination degree are integrated and the weights of each subsystem are calculated separately according to the same assignment algorithm.(2)Based on the aforementioned comprehensive evaluation index system of traffic carrying capacity and environmental carrying capacity of the Lanzhou-Xining city cluster,the VIKOR algorithm is adopted for the first time in this paper to improve the traditional coupling coordination model.According to the feature of the larger the integrated value the better in the coupling coordination study,the concepts of expected evaluation value and regret evaluation value are proposed,which change the feature of the smaller the integrated value is the better in the previous VIKOR algorithm and make the VIKOR algorithm more compatible with the coupling coordination model.(3)Calculation of the optimal compromise solution for coupling coordination degree.The VIKOR algorithm is further analyzed to obtain the compromise solution of the coupling coordination degree by using the separation merit extraction method,and the clustering feature distribution is proposed,and a specific compromise solution of the coupling coordination degree is given to calculate the compromise solution of the coupling coordination degree in the interval of [0,1] by extending the calculation of the compromise solution of the coupling coordination degree with 0.5 as the distribution factor in the previous study.Through the above improvements,the results can evaluate the interaction between the traffic carrying capacity and environmental carrying capacity of the Lanzhou-Xining urban agglomeration in a more objective and practical way.Finally,based on the above model,an example analysis was conducted to study the temporal changes of the coupling coordination degree between traffic carrying capacity and environmental carrying capacity of the Lanzhou-Xining urban agglomeration from 2014 to2020,as well as to analyze the spatial and temporal evolution characteristics of the coupling coordination degree between traffic carrying capacity and environmental carrying capacity of each typical city in the Lanzhou-Xining urban agglomeration from 2014 to 2020.And the following conclusions are obtained:(1)The comprehensive evaluation value of traffic carrying capacity and environmental carrying capacity of Lanzhou-Xining urban agglomeration from 2014 to 2020 has increased significantly with the change of time,and by comparing the comprehensive evaluation value of each city,corresponding policies can be formulated and implemented effectively in a targeted manner to ensure that the environmental carrying capacity is not affected while improving the traffic carrying capacity.(2)By analyzing the temporal changes of the coupling coordination degree of traffic carrying capacity and environmental carrying capacity of Lanzhou-Xining city group from2014 to 2020,we can see that the optimal compromise solution of the coupling coordination degree of traffic carrying capacity and environmental carrying capacity of Lanzhou-Xining city group from 2014 to 2020 has increased from 0.3598 to 0.7257,and from mild disorder to moderate coordination,showing an overall rising trend.(3)By analyzing the spatial and temporal evolution characteristics of the coupled coordination degree of traffic carrying capacity and environmental carrying capacity of typical cities in Lanzhou-Xining urban agglomeration from 2014 to 2020,the results show that the traffic carrying capacity and environmental carrying capacity of each typical city have a significant coupling effect,and the systems and indicators interact with each other to influence each other.At the same time,the coupling and coordination degree of traffic carrying capacity and environmental carrying capacity of typical cities has improved continuously with time change,which indicates that each city is continuously promoting the development of traffic and environment,and although the coupling and coordination degree has improved,it is still in the primary coordination state,and there is still great room for improving the potential of synergistic development between the two.
