The uncertainty of a high proportion of new energy output makes the safe and stable operation of the power grid face great risks and challenges,and the demand for flexibility regulation of the power system is increasing day by day,which is specifically manifested in the demand for upward and downward ramping between adjacent periods of net load.It is necessary to motivate all kinds of flexible resources to actively provide flexible services through the market mechanism to ensure the safe and stable operation of the new power system dominated by new energy.Energy storage technology is regarded as an important part of addressing the flexibility needs of new power systems.Therefore,the market mechanism of ramping ancillary service to meet the characteristics of new power system has become one of the hot issues at present.Aiming at the market mechanism of ramping ancillary services of new power system,this paper firstly summarizes the definition and function of ramping ancillary services at home and abroad,as well as the difference and connection between them and AGC frequency modulation,reserve and other ancillary services on the basis of extensive reference and summary of relevant literature.On this basis,the key issues such as determination mode,quotation mode,clearing mode,settlement and cost allocation of ramping demand capacity of ramping ancillary service are summarized,and the similarities and differences of two kinds of ramping demand capacity of ramping ancillary service in California power market and Midwest power market are compared and analyzed,which lays a theoretical foundation for further research on the ramping demand capacity of ramping ancillary service in China’s new power system.Secondly,combined with the actual data of wind power,photovoltaic,and load in a region of our country,the net load timing series,mutation and probability distribution characteristics of new power system with a high ratio of new energy sources are analyzed.It is found that the demand capacity of ramping ancillary service does not conform to the normal distribution characteristics.Based on this,a slope capacity determination model based on nonparametric kernel density estimation is proposed by combining the directivity,regionality and timeliness of demand capacity.Then,in view of the shortcomings of the single volume price quotation model of typical ramping ancillary services abroad and the failure to consider the influence of power abandonment cost,this paper proposes a collaborative optimization clearing model of day-ahead power energy-ramping ancillary services based on multi-stage quotation and considering the influence of power abandonment cost.On this basis,according to the energy and cost characteristics of electrochemical energy storage,the operation cost model of electrochemical energy storage participating in ramping ancillary services was established considering the life cycle cost,and the joint clearing model considering electrochemical energy storage participating in ramping ancillary services was proposed.Finally,through typical cases,a comparative analysis was conducted on the impact of adding ramping ancillary service to the market clearing model,the clearing results of different capacity determination methods,and the impact of considering energy storage participating in ramping ancillary service market clearing results and other core issues.The data results verify the effectiveness and applicability of the methods and models proposed in this article.
