Research On The Current Situation Of Electricity Management And Demand-Side Governance Innovation In Chongqing

In 2020,General Secretary Xi Jinping put forward the "double carbon" development requirements,requiring carbon peaking in 2030 and carbon neutrality in2060.In this context,China had vigorously promoted new energy power stations and closed small coal-fired power stations,and the Chongqing Municipal Government had also taken corresponding measures.However,with the rapid development of Chongqing’s society and rapid economic growth,the demand for electricity supply is increasing day by day.Chongqing autonomous power generation cannot keep up with the demand for electricity supply,resulting in an imbalance in the relationship between electricity supply and demand.The Chongqing government has introduced time-of-use electricity price policy and demand response policy to alleviate the problem of insufficient power supply.However,little effect has been achieved.The thesis mainly focused on the relevant factors such as electricity price policy,demand response policy,and government management mode in Chongqing electricity management.The thesis uses the literature analysis method to sort out some research contents of electricity management at home and abroad.Questionnaire survey was conducted on 314 residential and agricultural power users,97 industrial and commercial electricity users in Chongqing,which were surveyed to understand the awareness and acceptance of the public electricity management policies through descriptive statistics.5power users,7 power industry practitioners and 5 government electricity management personnel in Chongqing were interviewed.In the thesis,energy storage is used to analyze the innovative management of demand-side governance and social benefits.The study reflects the overall situation of electricity management in Chongqing from the power users,power producers and power management parties.It indicates that there are problems in the process of electricity management,such as the unclear division of the main responsibilities of electricity management,insufficient in-depth cooperation between government and enterprises,vague policy formulation goals,contradictions between policy formulation and the needs of the masses,and low social participation.This study will focus on the problems and causes,which put forward suggestions and countermeasures.It also provides some case references for improving the electricity management in Chongqing.
