Research On Waterlogging Governance Issues In Dalian City

In the process of rapid urbanization in China,urban waterlogging frequently occurs,which has brought serious impacts on urban economic development and social stability.In recent years,the damage caused by urban flood repeatedly reported by domestic and foreign media still remains fresh in our memory.Once a city is hit by waterlogging,the whole city is almost paralyzed,which will seriously affect the sustained,healthy and stable development of the national economy and threaten the normal work,life and property safety of the people.The studys and treatments of waterlogging in foreign cities in developed countries is earlier than ours,and their urban drainage facilities are well planned.Even in the case of severe rainstorms,the urban transportation and residents' work and life will not be greatly affected.In the face of urban waterlogging problems,our traditional approach is to take the government as the leading role and take political mobilization and administrative order as the main means to respond,but the actual situation is not satisfactory,which often occurs waterlogging frequency phenomenon and the governance effect is not ideal.Based on the analysis and consideration of the above problems,this dissertation uses the methods of literature research,comprehensive comparative analysis and field investigation to draw lessons from the advanced urban waterlogging management experience of developed countries at home and abroad,to provide a realistic treatment path for exploring solutions to urban waterlogging problems and provide reference for the treatment of waterlogging in dalian.This dissertation takes the coastal city of dalian as an example.In recent years,dalian has been under the attack of urban waterlogging.The frequent occurrence of waterlogging has brought great threats to the local urban infrastructure and the safety of residents' life and property,and caused serious losses to the urban.economy.Since 2010,dalian has taken some measures to control urban waterlogging,which has achieved good results in a short period of time and effectively stopped the occurrence of waterlogging in some areas.However,the frequent occurrence of urban waterlogging in recent years has fully exposed the weakness and deficiency of waterlogging control.By analyzing the current situation and problems of waterlogging control in dalian city,this dissertation puts forward corresponding countermeasures and Suggestions.First,perfect relevant laws and regulations,establish industry standard designs,improve the water management level and industry norms,and make waterlogging control to be in accordance with law.Second,we will strengthen urban drainage infrastructure.Improve the planning and construction of drainage pipe network,strengthen the daily maintenance and management of urban drainage and waterlogging prevention facilities,and maximize the efficiency of drainage system.Third,improve the emergency management mechanism of waterlogging.The government and relevant departments should do a good job in the prevention of disasters,including necessary weather forecasts,timely transfer of personnel and property,as well as the screening,testing and maintenance of drainage facilities.Timely handling of disasters must be done quickly and efficiently.The main contents include setting up an emergency command center for waterlogging control,carrying out whole-process monitoring of municipal drainage points,providing timely guidance to relevant staff in low-lying waterlogging areas to dredge drainage,and transferring and relocating the affected people and businesses.The post-disaster recovery and reconstruction work mainly includes cleaning up the disaster sites,formulating the post-disaster reconstruction and recovery plans,providing assistances to the affected people,and reflecting and summarizing the aftermath of the disaster.Fourth,strengthen the construction of the waterlogging control system and form joint forces of departments.The treatment of internal waterlogging involves multiple departments,and the construction of the governance system should be formed to avoid the separate administration departments and realize joint forces.Fifth,strengthen the propaganda of waterlogging prevention and control,and guide the public to participate.We should improve the public's awareness of urban waterlogging prevention and control,actively guide the public,enterprises and social organizations to participate in urban waterlogging prevention and control,raise the public's sense of ownership,and enable the whole society to participate in urban waterlogging prevention and control.We should realize that with the rapid development of China's urbanization,urban governance has reached an urgent point.In the study of urban waterlogging control,each city has its own characteristics,and specific problems should be analyzed to achieve the urban waterlogging control effect by the most optimized and reasonable method.At the same time,we should also realize that urban governance is not something that can be completed overnight.It is a dynamic process.Therefore,the treatment of waterlogging should also change with the development of the city and the change of natural environment.It requires the government,enterprises,social organizations,and citizens are involved together to protect our city from guilt.
