Research On High-Quality Development Efficiency Evaluation Of Listed Energy Enterprises

In 2017,the 19 th National Congress of the Communist Party of China put forward the expression of "high quality development" for the first time,indicating that China’s economy has gradually changed from a high-speed growth stage to a high-quality development stage,and socialism with Chinese characteristics and economic development have also entered a new era.In 2022,the Party’s 20 th Congress pointed out that high-quality development is the basis for realizing the goal of building a modern socialist country in an all-round way,and promoting high-quality development has become an inevitable requirement for China’s sustained and healthy economic development.Listed energy enterprises are the "stabilizers" and "ballast stones" of China’s national economy.Their continuously improving energy production and supply capacity provides a strong guarantee for the sustainable development of the economy and society,and realizing its high-quality development is the foundation and premise to realize the high-quality development of China’s economy.However,there are still some problems in China’s listed energy enterprises.Although the production capacity and level have been greatly improved,it has the characteristics of high pollution,high consumption and high emission.At the same time,there is a gap with the world’s advanced level in terms of innovation ability,resource utilization rate and so on.Therefore,the most important task at present is to speed up the quality improvement and efficiency improvement of listed energy enterprises and improve the high-quality development efficiency of listed energy enterprises,and calculating its high-quality development efficiency and clarifying the existing problems are the premises to improve its high-quality development efficiency.This paper takes the listed energy enterprises as the research object,first combines the development status of China’s listed energy enterprises,determines the research purpose and significance,analyzes the core research issues,and sorts out the relevant research status at home and abroad.Secondly,the related concepts of listed energy enterprises and high-quality development efficiency are sorted out,and the sustainable development theory,input-output theory,all-factor production theory and new development philosophy are combined with the research in this paper to lay the theoretical foundation of the research.Finally,construct the evaluation index system of high-quality development efficiency of listed energy enterprises and apply DEA-BCC model,ML index and Dagum Gini coefficient to analyze the high-quality development efficiency of 282 listed energy enterprises in China from 2015 to2020 from three aspects of static,dynamic and spatial differences.The results show that:(1)static efficiency: the high-quality development efficiency of listed energy enterprises is generally not high and there are great differences among enterprises.Pure technical efficiency is the main reason of low comprehensive efficiency;the scale of most listed energy enterprises has not been optimized;the economic output and green output of listed energy enterprises are better and the output capacity of innovation,openness and sharing needs to be improved.(2)Dynamic efficiency: the overall high-quality development efficiency of listed energy enterprises has improved and mainly benefits from technological progress.(3)Spatial differences: there are differences in high-quality development efficiency of listed energy enterprises in different regions and it is related to the degree of regional economic development.The high-quality development efficiency of listed energy enterprises in the eastern region is the highest,while that in the western region is the lowest but both have been improved;the overall difference of high quality-development efficiency of listed energy enterprises is gradually decreasing,that is,the spatial imbalance is weakened;the development of listed energy enterprises in the eastern region is relatively balanced,while the degree of balanced development in the central and western regions is relatively weak;the differences between regions all show an overall downward trend.Judging from the contribution rate of difference sources,the overall difference is mainly caused by regional differences.Through a comprehensive analysis and evaluation of the high-quality development efficiency of listed energy enterprises,this paper puts forward corresponding countermeasures and suggestions according to the research results and provides reference for listed energy enterprises to improve the high-quality development efficiency.
