| Provincial roads,as public services with positive external economic and social attributes,can effectively stimulate investment,promote economic growth and further reduce travel costs,and play an important role in the field of basic public services in China.Provincial highway with external attributes a public welfare project,long social needs and requirements of public fiscal transfer payments to provide continuously,in the "new normal" big economic environment,the deepening of structural reform,the steady expansion of domestic demand such as the government’s economic work plans,actively explore guide private capital into the infrastructure field,We will continue to expand the financial leverage of investment as an economic measure,and guide investment to focus on key areas and weak links in infrastructure development.This will not only fully tap the experience and efficiency advantages of private capital projects,but also realize the replacement of old drivers of growth,the sharing of risks between the government and the private sector,and win-win cooperation.Provincial highway PPP project besides has the characteristics of long construction cycle,the kinds and number of project risk,not only has the general and typical risk such as compliance risks,risks of delay,also has the highway engineering project specific risks such as operating environment changes caused by road traffic and carrying capacity of risk,maintenance and operational risk.China started PPP model research in the construction field late,and the lack of accumulation of provincial highway PPP projects leads to the lack of experience accumulation in project implementation.Therefore,it is necessary to comprehensively and scientifically identify the risk factors of provincial highway PPP projects,build a risk evaluation model for risk evaluation and put forward targeted risk response measures.First of all,this dissertation sorted out and studied the relevant literature on PPP projects,summarized the research results of PPP projects at home and abroad at the present stage,and introduced the PPP model,the risks of provincial highway PPP projects and the theories related to risk management,laying the theoretical foundation of this dissertation.Secondly,the risk of provincial highway PPP project is preliminarily identified by literature research method,and the risk is analyzed and qualitatively analyzed by ahp.One target layer,five criterion layers and 50 scheme layers are sorted out.Then,the risk characteristics of provincial highway PPP projects and the difficulty of project data collection are comprehensively considered.Ahp is selected and the whole risk management process of provincial highway PPP projects is coordinated to establish a risk evaluation model.Finally,a provincial highway PPP project in Jiangsu province is used to verify the identified provincial highway PPP project risk index system and the established risk evaluation model,analyze the scientific rationality of the risk evaluation results,and put forward targeted suggestions for risk management according to the analysis conclusions.The analysis results are consistent with the actual situation of the project,which proves that the risk assessment model is scientific and reasonable,and has certain reference significance in the decision-making and overall risk management of similar provincial highway PPP projects. |
