| In recent years,in order to promote the sustainable and healthy development of the construction industry,China has started a new round of implementation of the general contracting project.Cost control and quality control as an important part of the owner’s management of the general contracting project,the realization of its linkage control directly affects the project process and success.However,in the process of cost and quality control,the owner is very difficult to comprehensively cognize the control mechanism of general contracting mode,usually on construction engineering general contracting project standards,function and quality and other requirements of the " employers’ requrement " to describe is not clear,the contract pricing mode selection is not reasonable,easy to affect the efficiency and quality of construction projects.The main reason for the above phenomenon is the lack of effective linkage control thinking and means of cost and quality,and in the current research,no clear management scheme has been formed to solve the linkage control problem between cost and quality of general contracting project.Based on the above background,this paper construct the field of housing and municipal general contracting project as the research object,explore and build an owner under the perspective of cost,and quality control mechanisms,including clear linkage control object,improve the linkage control means,and linkage control framework design,put forward suggestions for the owner to carry out the engineering general contracting project cost and quality control.In this paper,the design scientific research attribute of linkage control problem is defined by combing relevant literatures at home and abroad,and the methodology application framework of this paper is constructed.The first stage is problem research,based on 41 interviews and 13 case projects,research the status quo of linkage control problems to dig out the owners’ linkage control needs,clarify the "meta-demand" to form linkage control thinking,realize the cost control and quality control of the whole process.The second stage is scheme design,which establishes design hypothesis based on linkage control requirements and design objectives,that is,matching corresponding "meta-design" according to "meta-demand",including dividing linkage control units,proposing measurement and pricing strategies,and matching function and quality standards.Based on the established design hypothesis,the linkage control model of cost and quality of general contracting project from the perspective of owner is established by matching the whole process metering strategy and functional quality standard in the same linkage control unit.The third stage is program evaluation,which evaluates typical cases of general contracting projects in the field of housing construction and municipal engineering through qualitative and quantitative methods,verifies the practical value of the program,and puts forward the improvement direction of the program.Finally,on the basis of the above research,suggestions are put forward on how to linkage control the cost and quality process of the general contracting project,including constructing the decomposition structure system of the general contracting project,reflecting the linkage control of quality and price in the bidding documents,and considering the linkage requirements of the whole construction process in advance.Improve owners’ comprehensive understanding of managing general contracting projects and improve the linkage between cost and quality. |
