Research On The Reform Of The Approval System Of Engineering Construction Projects In Guangzhou

Since 2013,China’s approval system reform has undergone a different course of development,gradually enter the deepening stage of reform.Local governments conscientiously implement the Party Central Committee,the State Council’s decision-making arrangements,Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide,take the initiative,explore innovation,and vigorously promote the reform of the approval system.In 2018,in the field of engineering construction projects,the approval system underwent significant changes: in order to continuously improve the business environment,China implemented the pilot work of reforming the approval system of engineering construction projects in 16 provinces and cities.Guangzhou,as one of the pilot provinces and cities,has launched a series of combined measures to deepen the reform of the approval system of engineering construction projects,successively unprecedented reform efforts have been made,and certain results have been achieved.During the years of reform,Guangzhou City has continued to optimise and adjust its reform initiatives,continuously enhance the recognition of reform by market playersand seek to solve the problem of engineering and construction projects approval procedures,long and difficult,time-consuming,etc.This paper mainly adopts literature research method,case study method and comparative analysis method,combined with questionnaires and interviews,to briefly explain the basic concepts and theoretical foundations related to the field of engineering construction projects,and taking the work of Guangzhou City in carrying out the reform of the approval system of construction projects as a research case,combing the reform process,current practices,and effectiveness.It also provides an in-depth analysis of the problems and causes of the reform,and draws inspirations from comparing the reform practices and experiences of advanced regions or countries at home and abroad.Finally,in order to continue to promote the reform of the approval system of engineering and construction projects and solve the current problems,this paper summarises several strategies for optimising the path: firstly,improve and perfect the laws and regulations proposed,unified technical specifications,from the source to do a good top-level design;second is to clarify the boundaries of departmental responsibilities,strengthen departmental coordination and linkage,break the resistance to reform;third is to vigorously promote the application and promotion of electronic certificates and mobile processing end,strengthen the integration of multi-regulation technology support,and continue to optimize the function of the approval platform;fourth is to increase the disclosure of credit information,improve the disciplinary and trustworthy incentives for failure to trust,build a good in After-the-fact supervision mechanism;five is to to strengthen policy advocacy training and implementation supervision,graded management,all-round optimization of the supporting security mechanisms.
