Research On The Development Policy Of Solar Photovoltaic Industry In Qinghai Province

The "double carbon" strategy is an important energy strategy in China,which requires the whole society to establish the awareness of green,environmental protection,conservation and low-carbon life.The "14th Five-Year Plan" emphasizes the development goal of building a modern energy system,Qinghai Province follows the pace of the central government and makes full use of its unique geographical advantages to build a large photovoltaic base,which can realize the purpose of economic development and improving people’s livelihood at the same time.At present,the installed capacity of centralized photovoltaic power generation and the proportion of clean energy generation in Qinghai Province are the highest in the country.The development of solar photovoltaic industry in Qinghai Province from weak to strong is inseparable from the support of policies,but also faces some problems,especially in the case of the withdrawal of national subsidies,how to adjust and formulate policies according to the development status of the province,to ensure that the development of solar photovoltaic industry in Qinghai Province continues to lead in the country has become a key issue that needs to be resolved.Based on the above background,this paper uses literature collection method,statistical analysis method and comparative analysis method to explore and analyze the existing policies of solar photovoltaic industry in Qinghai Province,analyze the current situation of solar photovoltaic industry development in Qinghai Province by fine-tuning the literature of solar photovoltaic industry development policies at home and abroad,clarify the shortcomings of solar photovoltaic industry development policies,and put forward specific suggestions.This paper collates the solar photovoltaic industry development policies in Qinghai Province,and studies the problems of the solar photovoltaic industry development policies in Qinghai Province from four aspects: the policy itself,the policy implementation subject,the policy implementation target group and the policy implementation environment through Smith’s policy implementation model.The main problems are insufficient policy content integration,insufficient policy depth,insufficient professional talents to support the policy,insufficient professionalism of policy implementation subjects,insufficient coordination of policy implementation,lack of policy recognition by the general public,imbalance of interests of target groups,economic environment unfavorable to industrial development,and lack of a perfect evaluation system.In this paper,in view of the existing problems,by drawing on the experience of solar photovoltaic industry development policies in the United States and Japan,we propose to scientifically formulate solar photovoltaic industry development policies,protect the development of Qinghai solar photovoltaic industry through legislation,accelerate the construction of industrial talents,improve the professional skills of policy implementation subjects,strengthen the linkage of policies in various departments,strengthen policy publicity,reduce the interest game of target groups,improve the The recommendations such as improving the economic and social environment and optimizing the evaluation link of the industrial development policy are intended to provide a theoretical basis for the refinement and improvement of the solar photovoltaic industry development policy in Qinghai Province.
