Research On The Optimization Of Clearance Process Of Governance Customs Of A Airport From The Perspective Of Holistic

As the vanguard of opening up to the outside world,customs comprehensively optimize supervision and services,improve customs governance capacity,and promote trade facilitation,which is the starting point of comprehensively deepening the reform of customs clearance business.The integration of customs and inspection and quarantine has taken three years since The State Council’s institutional reform in 2018.In order to improve the facilitation of A airport clearance,as a port customs of grassroots front line,the customs of A airport needs to summarize the achievements of customs clearance reform in the early stage and diagnose and optimize the existing process.From the perspective of holistic governance theory,Firstly,this paper summarizes the reform and development process of customs clearance,and concludes the internal and external motivation of promoting customs clearance reform which is improving trade facilitation level and customs governance capacity.Secondly,this paper selects the inland port customs of A airport as the research object,and takes the customs clearance process of imported fruits as an example.The analysis framework built by the holistic governance theory is used to sort out and analyze each link of customs clearance from four levels of vertical governance level,horizontal governance function,external public-private cooperation and internal information technology,and to explore the shortcomings of the existing process.The reasons for the problems in the current customs clearance process are analyzed from four aspects:decentralized management function,lack of integrity consciousness,lack of technical support and social participation.Finally,it is emphasized to establish the overall supervision concept of the whole chain of import goods customs clearance,make full use of information technology as the support,strengthen resource integration,and strengthen horizontal cooperation.Based on the actual situation of the port,the supervision mode is explored and innovated,so as to smooth the whole process of cargo clearance and to achieve the purpose of improving the facilitation level ofport clearance of airport A.Figures11,Tables5,References51...
