| Countries are trading more closely as global economic integration grows,and the efficiency of customs clearance and the level of trade facilitation are crucial measures of a country’s cross-border business environment.Customs,as a vital member of the trade chain and the country’s "guardian," perform a critical role in maintaining national security while increasing trade facilitation and efficiency through trade clearance reform.Although Customs has implemented several reforms to increase the efficiency of goods clearance,there are still several issues that need to be addressed.The current situation is investigated in this research.This article examines Airport B Customs’ efforts to improve customs clearance efficiency using a questionnaire survey,interview research,and participant observation methods,as well as the current state of the Customs clearance procedure and efficiency at the airport.Airport B has issues such as high pressure on customs clearance timelines,strong policy implementation,inefficient business processes,poor performance management culture,low tolerance for reporting errors,lack of user-friendly service measures,barriers to authority and responsibility,poor cooperation between subordinates and port customs,lack of information sharing,and incomplete transformation of the airport,according to the analysis.The following are the main reasons: The lack of realistic goal setting,the lack of enterprise management and performance management optimization,the lack of high-quality service,the lack of scientific establishment of institutions,and the lack of modern regulatory concepts are the causes of these issues.We propose countermeasures to improve customs clearance efficiency by setting reasonable customs clearance time targets,improving enterprise management,perfecting the performance management systems,implementing comprehensive service quality management,scientifically setting organizational structure,and establishing advanced regulatory concepts,based on the five strategic levels of government reengineering theory. |
