| As a business card of Russia’s nuclear power going abroad,ROSATOM has continuously occupied the overseas nuclear power market share.However,in the process of nuclear power cooperation with EU countries,different results have emerged.The nuclear power project between Russia and Hungary was signed in 2013 and entered the construction phase after obtaining a construction certificate after the Russian-Ukrainian war.The nuclear power contract between Finland and Russia was signed after the Ukrainian crisis,but due to the Russian Ukrainian war,Finland terminated the nuclear power cooperation and failed.The nuclear power cooperation between Russia and Bulgaria successfully passed the bidding and won the bid.When it entered the construction phase,it was terminated by Bulgaria in 2012 and declared unsuccessful.Russia’s nuclear power cooperation with the Czech Republic was directly stifled in the bidding process by the Czech Republic.It is puzzling that the results of cooperation with Russian nuclear power companies,which are also EU countries and have an urgent need for nuclear energy,are so different? Why did Russia succeed in nuclear power cooperation with Hungary but fail in nuclear power cooperation with the Czech Republic,Finland,and Bulgaria? What are the factors influencing Russia’s nuclear power cooperation with EU countries? Based on the two-level game,this paper introduces a regional political level and expands it to a three-level game.Using the interaction and game among international political changes,EU rules,and the domestic politics of EU member states as the analytical framework,it conducts a longitudinal analysis and horizontal comparison of cases of nuclear power cooperation between Russia and EU countries,exploring the decisive factors that affect the development of nuclear power cooperation between Russia and EU countries.Through research,it is found that international politics,EU rules,and domestic politics all have an impact on the nuclear power cooperation between Russia and Europe.However,among these three factors,national security,economic interests,and national autonomy at the national level play a decisive role,directly affecting the success or failure of the cooperation between the two sides. |
