There are a series of problems in China’s railway informatization construction,such as poor sharing,insufficient integration of external data and backward analysis mode.The railway logistics industry has accumulated a large amount of structured and unstructured data.However,the data of each information and business system is scattered and difficult to be utilized horizontally.In addition,the traditional business analysis and decision-making methods are dominated by time-consuming and low-quality manual calculations.It is difficult to fully exploit the potential value of data.The analysis and decision-making of railway logistics transportation projects make up a large proportion in railway business.It is not conducive to enterprises to plan operational projects and make decisions if there is no scientific and efficient analysis model.Therefore,this paper constructs a railway logistics data analysis platform based on decision support with data integration and decision analysis as the core.According to the development trend of railway transportation and internal business needs of a railway company,this paper focuses on the costs of freight transportation and the construction of railway logistics center facilities.The realized analysis model and relevant data information from inside and outside the industry are integrated in the informatization platform to provide strategic support for decision makers.This paper firstly analyzes the transportation cost of freight.The primary task of freight rate calculation is to solve the billable mileage which is the shortest path problem of the railway freight network.According to the special characteristics of railway freight network different from the general topology diagram,the original network is equivalently transformed to generate a first-level full-domain network to eliminate its special characteristics.Then the nodes in the first-level full-domain network are simplified and abstracted to a new subnetwork called second-level sub-domain network.The first-level network and the second-level network are combined to create a two-tier freight network model.The shortest path for any two vertices is solved based on the data structure of the two-layer road network.Finally,the freight cost is calculated based on the path mileage and the prescribed freight rules.The implementation of this function can establish the advantage of freight transportation cost management for railway departments concerned on the existing resources and provide a reference basis for enterprises to make decisions related to railway transportation planning.The site-selection planning of the railway logistics center in this paper is to renovate and expand the existing railway freight station into a railway logistics center.The core content of this business is divided into three parts: the determination of the alternative set of railway logistics center,the location modeling of railway logistics center and the solution of multiobjective site-selection optimization.First,the alternative set of the railway logistics center is determined by the fuzzy comprehensive evaluation model based on the hierarchical analysis method.Then the two-level objectives of the model and the corresponding constraints are established.The filtered alternative set is used as the input of the multi-objective optimization model.Finally,the site-selection model is solved based on the adaptive improved NSGA-II algorithm to obtain a feasible site-selection plan,which provides a reference direction for siteselection planning.Finally,this paper designs and implements the railway logistics data analysis platform based on decision support by using B/S architecture model.The platform implements service application module of database module,document and achievement management,railway design module,analysis of basic and comprehensive data,analysis freight rate,site selection analysis of railway logistics center and user and dynamic authority management.It satisfies the actual business needs within the enterprise and enhances the ability of enterprise operation management and decision analysis by establishing an information service platform for data sharing and analysis.
