| The development of the national economy,the improvement of residents’ consumption level,and the increase of consumer demand have led to the continuous development and change of the cargo transportation market.In the context of rapid transportation demand and intensified competition between different modes of transportation,railway transportation is in urgent need of transformation and upgrading,and whether high-speed rail can carry out freight transportation has triggered heated discussions.In 2019,the article "Beware of High-speed Rail Grey Rhino" revealed the actual situation of high-speed rail operating losses.In my country,high-speed rail line transportation capacity is not fully utilized,and passenger transportation revenue cannot support the high construction cost of high-speed rail.Poor profitability and other issues.In order to solve this problem,high-speed rail must reduce the ineffective supply of passenger transportation on idle lines,improve the bottom line thinking ability,and develop the adaptability of freight services to meet the market demand structure in accordance with the laws of the market economy.In 2017 and 2018,the General Office of the State Council issued the "Opinions on Further Promoting Logistics Cost Reduction and Efficiency Improvement to Promote the Development of the Real Economy" and the "Three-Year Action Plan for Promoting the Adjustment of Transportation Structure(2018-2020)",both of which pointed to positive Improve high-speed rail freight supporting facilities and equipment,and develop high-speed rail express transportation.In 2021,General Secretary Xi Jinping pointed out that high-speed rail is a successful example of my country’s independent innovation.Therefore,we must continue to explore more possibilities of high-speed rail.In order to realize the normalization of high-speed rail freight transportation as soon as possible,the paper puts forward the research on the development and selection of high-speed rail freight routes.The article adopts the research process of "first argument,then choice",in which argument mainly refers to the necessity and feasibility analysis of the development of high-speed rail freight lines.The necessity analysis mainly includes the reason and significance of the development of the route;the feasibility analysis confirms the rationality of the development of the freight route through the feasibility of the market and technology.Secondly,according to the method system of multi-objective decision-making,a comprehensive evaluation method is proposed for route selection.Among the 89 conventional index groups selected by the sea selection,four criterion layers including economic environment,social environment,market environment and infrastructure environment have been constructed using methods such as R clustering and coefficient of variation analysis,and there are 24 indicator layers under it.The contribution rate verifies the scientificity and rationality of the index system.Based on the establishment of the index system,a comprehensive evaluation model for multi-objective decision-making is constructed.The combination weighting method of game theory is used to give reasonable weights to 24 indicators.The combination evaluation model is formed by TOPSIS-gray correlation analysis,and three models are given.The calculation steps of the next comprehensive evaluation value.Finally,in order to verify the rationality of the model,three lines including Beijing-Shanghai high-speed rail,Beijing-Guangzhou high-speed rail and Hangzhou-Fuzhou-Shenzhen high-speed rail are selected as alternative routes for research.The results of the study found that the comprehensive evaluation value of Beijing-Shanghai high-speed rail is the highest,followed by Beijing-Guangzhou high-speed rail and Hangzhou-Fujian high-speed rail.In order to further analyze the pros and cons of each line,the evaluation values of the three lines at the four criterion levels are given,and combined with the line operation,it is proposed that the Beijing-Shanghai high-speed rail is more suitable for the development of freight services from a long-term perspective.The Beijing-Guangzhou high-speed rail will have the short-term Develop the infrastructure environment of freight services,and respectively give relevant opinions on the development of freight services on two routes. |
