In the context of carbon peaking and carbon neutrality goals,cities,as the main place for human production and life around the world,are also destined to become the main battlefield for carbon emission reduction.The low-carbon transformation and development of cities is an inevitable requirement for the carbon peaking and carbon neutrality goals.And as the country has issued various policy documents for the implementation of "dual carbon" from top to bottom,provinces and cities have further refined the upper-level requirements based on their own conditions,formulated reasonable goals and implementation measures,and the importance of leading green and low-carbon development plans is also emphatically emphasized.This article will also be based on the concept of "dual carbon" in the new era,taking the urban area as the spatial scale of the study,and constructing a low-carbon planning path that combines accounting,carbon reduction,and control to provide ideas for urban low-carbon transformation at the planning level.In terms of research overview,it explains the concepts of low-carbon concept and lowcarbon city,and sorts out the current strategic application of famous low-carbon cities in the process of construction and planning through domestic and foreign case studies,and summarizes the current mainstream of carbon emission accounting methods and calculation methods applicable to urban areas,and finally provide reference and reference for the management and control of low-carbon planning through systematic research on low-carbon related policy documents and low-carbon control regulations at home and abroad.The direction and guidance of low-carbon planning combined with "calculation-reduction-management".At the level of carbon emission accounting,based on the IPCC carbon emission inventory,it is converted to the consumer-side dimension of the urban area to form five calculation dimensions in line with the actual situation of the urban area,which are construction,transportation,industry,waste treatment,and natural carbon sinks;At the same time,construct a carbon accounting formula for each dimension and analyze its calculation factors and influencing factors.At the exploration level of low-carbon planning strategies,based on the five-dimensional carbon accounting,five carbon reduction strategy dimensions are also summarized,namely low-carbon space,low-carbon buildings,low-carbon transportation,low-carbon municipal and low-carbon industries,and Under each large dimension,corresponding to the influencing factors in carbon accounting,a specific low-carbon planning strategy is formed to achieve a close connection between carbon reduction and carbon accounting.At the level of low-carbon planning management and control,focus on grasping the technical rationality and public policy attributes of low-carbon control regulations.In terms of technical rationality,focus on the construction of indicator systems and plans,formulate a lowcarbon indicator system based on low-carbon planning strategies,optimize existing indicators for control and regulation,add low-carbon indicators,and set them in layers and classifications,clarify the attributes of indicators,and form carbon reduction and control initial connection.In terms of the expression of low-carbon control planning results,the carbon reduction strategy framework and the classification of urban and rural land are transformed twice,and a lowcarbon map of land plots is formed based on traditional plans and combined with low-carbon content.In terms of public policy attributes,safeguard measures and planning processes should be optimized,benefit evaluation and statistical monitoring should be strengthened,laws,regulations and standard systems should be improved,and the integration of control elements at the low-carbon control and regulation level should be formed in combination with the technical level,so as to highlight the effectiveness of control and achieve The close combination of "calculation-subtraction-management".At the end of the article,the Jiashan Xiangfudang area is taken as an example to realize the practical application of "calculation-subtraction-management".Research and summarize the upper-level planning,policies and current situation of the Xiangfudang area,use the first version of the plan as a benchmark scenario to conduct carbon emission accounting,clarify the key levels of carbon reduction,and integrate the summarized low-carbon planning strategy system into an overall coordinated collective strategy that acts on reality As a case study,a lowcarbon indicator system and a low-carbon map style for plots were constructed according to the conditions of the area in order to achieve effective control and guide the low-carbon development of the Xiangfudang area.Finally,the carbon emission accounting of the Xiangfudang area under the low-carbon scenario will be carried out again,and the carbon reduction amount and carbon reduction effect will be clarified.
