| With the rapid development of China’s economy and society,China’s overall national strength has risen by a big margin.The construction and development of railways are changing rapidly.The operating mileage of railways continues to grow.At the same time,the safety risks in the railway transportation system are also increasing.In the event of an accident that endangers driving safety,it can range from disrupting the normal transportation order to causing serious casualties.As a Rail-track engineering department,It is responsible for railway rail repair,line bridge equipment transformation and maintenance.The high incidence of accidents is due to non-standard management,non-standard operation,and substandard equipment quality.This article extracts human factors from a total of 199 liability accident reports of railway track maintenance division from 2013 to 2019.This article applies relevant theories and modeling methods such as the Human Factors Analysis and Classification System(HFACS),Logit model,and Interpretative Structural Model(ISM)to conduct an inclusive analysis of the human factors of 199 accident causes.It identifies and analyzes five aspects: personnel education and training,habitual violations,operational errors,failure to work as planned and inadequate performance of management personnel.These aspects are the main human factor that causes liability accidents of railway track maintenance division.The specific research content is as follows.Firstly,detailed data collection and statistics were conducted on the liability accidents of railway track maintenance division from 2013 to 2019.Secondly,the HFACS model that has been used in aviation accidents is introduced and improved accordingly.The HFACS-RTMAs model which is suitable for liability accidents of railway track maintenance division is established.In addition,The Chi-square Test is used to test the independence of human factors.The accident data were processed and re-coded.Therefore,the relationship between human factors at various levels in the HFACS-RTMAs model is further obtained.The hierarchical and applicability of the HFACS-RTMAs model was verified.It can be concluded the impact factors of the accident and the connection between factors at different levels.In addition,in accordance with the "Rules for the Investigation and Handling of Railway Traffic Accidents," the severity of the accidents was reclassified and re-coded.Using the processed accident data,a multivariate Logit model was used to analyze the causes of liability accidents of railway track maintenance division.The main human factors that affected the occurrence of liability accidents of railway track maintenance division with different severity levels were obtained.Finally,in response to the main human factors which exposed in the accident,the causal factors of locomotive and vehicle injury accidents that cause significant casualties and occur in a large number of cases are deeply explored.The hierarchical relationship of the accident causal factors is obtained by using ISM method.Therefore,it is concluded that inadequate supervision and management is the root cause of the accident.Based on the actual operation of railway track maintenance division,corresponding countermeasures are proposed which has certain reference significance for improving the safety management of railway track maintenance division. |
