| As one of the seven strategic emerging industries in China,the construction of the new energy vehicle(NEV)industry has received strong support from national policies.In recent years,the construction of the NEV industry in China has begun to take shape,and the NEV policy system has initially been established.With the introduction of various NEV policies by both the central and local governments,the improvement of the policy system,especially the coordination of policy objectives,will significantly affect the healthy and stable development of China’s NEV industry.Therefore,how to calculate and analyze the coordination level of provincial policies and the central government,so as to identify the deficiencies in the coordination of China’s NEV policies and improve the policy system,is a fundamental and critical issue that needs to be addressed in the next stage of industry development.This paper aims to analyze and explicitly reveal the coordination status of policy objectives between the central and local governments at multiple levels by deeply interpreting the semantic information of policy texts based on a topic modeling approach.This research is of great significance for promoting the scientific,comprehensive,and coordinated development of China’s NEV industry policy system,and will contribute to the sustained and stable development of the industry.The article selects a total of 112 new energy vehicle policy documents from 2009 to 2022,with the central government and the Yangtze River Delta region governments as the policy subjects for research.The main results are as follows: 1)Implicit policy themes were extracted from policy texts,and the richness of policy content was analyzed.Six LDA models were constructed for different policy subjects.The research shows that the policy content and objectives of the central government subject are the most comprehensive,while the policy themes and objectives of the local governments are relatively limited.In terms of policy fields,the central government’s policy content is the most extensive,and Shanghai and Zhejiang in the Yangtze River Delta region have performed better in multi-field cooperation and coordination.2)The level of target coordination between local policies and central policies was analyzed and presented in multiple levels,and the coordination level of local governments was automatically annotated.A three-level policy target coordination measurement model was constructed based on topic words,specific local policies,and local policy groups,using the Word2 vec model and LDA models of different policy subjects.The research shows that the policy subject of Anhui,Shanghai,Zhejiang,and Jiangsu have policy target coordination degrees with the central government subject of 0.5675,0.6881,0.6786,and 0.6350,respectively.3)The mechanism that affects the level of target coordination between central and local policies was explicitly revealed and explained.Using the STM topic model,random forest model,and SHAP feature attribution model,the research identifies eight factors that affect new energy vehicle policy target coordination,including "promoting infrastructure construction," "strengthening project evaluation and review," "strengthening research and development technology support for key components," "strengthening the development of intelligent ecosystems," "strengthening the construction of charging facilities," "adjusting fiscal subsidies," "industry demonstration role," and "strengthening relevant enterprise management." The SHAP scores corresponding to each factor are 0.115,0.124,0.156,0.173,-0.056,0.068,-0.250,and-0.116.This means that the policy objectives and content related to "strengthening industry management," "promoting facility construction," and "strengthening the development of intelligent ecosystems" are crucial for enhancing the level of target coordination between central and local new energy vehicle policies.Among them,"strengthening relevant enterprise management" is the top priority for achieving target coordination between central and local new energy vehicle policies.This article’s contribution is as follows: 1)strengthening the unsupervised research methods for policy coordination analysis.The unsupervised topic model is used to extract the implicit policy themes in new energy vehicle policy texts,exploring the richness of new energy vehicle policy content;2)improving the quantitative research methods for policy goal coordination measurement.Combining topic models and word embeddings,a new multi-level policy goal coordination measurement model is proposed,exploring and quantifying the coordination level of central-local new energy vehicle policies;3)enriching the explanatory mechanism of policy coordination level.Using a feature attribution model independent of the classification model to analyze the factors affecting the central-local coordination level,the interpretability of the results is improved.The results of this study have high practical value for local policy makers,various member units,and policy researchers,providing reference for evaluating the current situation and shortcomings of China’s new energy vehicle policy,and promoting the improvement and development of new energy vehicle policy. |
