Effect Evaluation Of China's Photovoltaic Industry Policy Based On Text Mining Technology

The increasing shortage of non-renewable resources such as coal and oil and the increasingly prominent environmental problems such as haze make the energy revolution of our country urgent.In recent years,China's photovoltaic industry has developed very rapidly and has become a strategic new industry in China.The development of photovoltaic industry has played a positive role in alleviating energy and environmental problems.The state and local governments have issued a large number of photovoltaic policies to guide the development of China's photovoltaic industry,but the development of China's photovoltaic industry is still facing some difficulties and challenges.Therefore,it is necessary to make a scientific and reasonable evaluation of China's photovoltaic industry policy,and find out the shortcomings in the policy and the aspects that need to be improved.Based on the above background and thinking,this paper first designs the evaluation index framework of China's photovoltaic industry policy by using PMC index model based on the mining technology of this paper.The photovoltaic policy promulgated by 31 provinces and municipalities in China from January 2013 to July 2019 is quantified from ten dimensions: policy type,effectiveness level,publishing department,application field,content involved,policy receptor,support measures,industrial planning,support link,document citation,and the PMC index score of each province and municipalities is calculated.According to the score results,the paper makes quantitative evaluation on the photovoltaic industry policy documents of each province and municipality directly under the central government.Then we use the regression model to evaluate the overall effect of the photovoltaic industry policy.Finally,we analyze and evaluate the coupling coordination between the photovoltaic industry policy and the development of photovoltaic industry in each province and municipality directly under the central government.The conclusion is as follows:(1)The PMC index scores of photovoltaic industry policies of each province and municipality directly under the central government are quite different,t hat is to say,the supporting strength of each province in photovoltaic industry development is quite different.Among them,the photovoltaic industry policies of Shandong,Fujian,Shanxi,Hebei,Jiangsu,Zhejiang,Qinghai and Anhui are relatively comprehe nsive and scientific,among which the policy evaluation results are excellent,while The photovoltaic policies of Jilin Province and Xinjiang Uygur Autonomous region are not comprehensive and perfect,and the policy evaluation results are not ideal.The main reason for the big difference is that the scores of "issuing department,application field,content involved,supporting measures and industrial planning" are quite different,and the photovoltaic industrial policies of most provinces still have a large space for improvement in the degree of perfection and scientificity.(2)China's photovoltaic industry policy promotes the development of photovoltaic industry as a whole,but the degree of coupling and coordination between the "photovoltaic industry policy-photovoltaics industry level" in various provinces is quite different,among which the photovoltaic industry policies in Ningxia,Inner Mongolia,Shandong,Hebei,Zhejiang,Anhui and Shanxi promote and coordinate with each other,and are in the high-level coupling stage.Restricted by the degree of perfection and scientific nature of the policy itself and local natural factors,other regions are in the stage of running-in or low level coupling,and the coordination degree between the photovoltaic industry policy and the development level of photovoltaic industry in these areas needs to be improved.According to the conclusion,four suggestions are given as follows:(1)the government departments cooperate with each other and issue supporting measures.(2)Relevant contents of industrial planning should be supplemented in the policy.(3)The government support measures have changed from "direct subsidy" to "regulation,supervision and guidance".(4)Formulate industrial policy planning according to the actual situation of each province.
