| The preliminary design estimate is the basis for preparing the project investment plan.Once the estimated amount of the project is determined,it becomes the main basis for the government to control the total investment of the construction project and cannot be arbitrarily exceeded.The government’s financial investment department plans financial funds reasonably based on the approved estimated amount,ensuring the rational use of funds and improving the efficiency of fund utilization.The construction of large-scale hospitals is a complex project and involves huge construction funds.At present,there is a serious phenomenon of investment exceeding the budget for public hospital construction projects in China.The project construction investment exceeding the budget directly leads to a funding gap,affecting the construction of hospital infrastructure.The construction of hospital infrastructure is the basic guarantee for the efficient operation of hospitals,It is also the basic guarantee for the promotion of China’s new medical reform and the comprehensive implementation of the construction of a healthy China proposed in the 14 th Five Year Plan.On the other hand,excessive investment in construction projects can disrupt the government’s financial investment plan,disrupt the order of government financial investment,and be detrimental to the healthy development of the national economy.This article takes the preliminary design budget of a large hospital construction project as the starting point,analyzes the five stages of early decision-making,design,bidding,construction,and completion of a large hospital construction project,and takes the construction investment of each stage of the project as the main line.Using literature review,expert interview,and Delphi methods,14 main influencing factors that affect the investment budget control of a large hospital construction project are identified and screened,And the AHP-ISM method was used to analyze the importance and interaction relationship of 14 influencing factors.According to the analysis results,it can be concluded that the management level and experience of the construction unit’s project are the root cause factors and also the key factors at the root cause level;The accuracy of the functional positioning of hospital construction projects,the rationality of estimates,the rationality of budget estimates,the depth of preliminary design,the quality of design drawings,the implementation of quota designs,the accuracy and completeness of the bidding bill of quantities,the rationality of bid evaluation methods,and the level of target cost control are intermediate factors,and are also core factors for investment budget control of hospital construction projects;The rationality of bidding control price and winning bid price,management of design changes,review of engineering settlement,and management of material and equipment prices are superficial factors that directly affect the effectiveness of investment budget control for hospital construction projects.Based on the AHP-ISM analysis results,14 influencing factors were systematically classified and divided into 4 systems: the management system for the formation of investment budget estimates for large hospital construction projects,the investment control system for large hospital construction projects based on budget estimates,the post evaluation system for investment budget control of large hospital construction projects,and the organization and management system for investment budget control of large hospital construction projects,Build a large hospital construction project investment budget control system based on four systems.Finally,based on the above research,a comprehensive fuzzy evaluation model for the investment budget control system of large-scale hospital construction projects is constructed.Relevant experts participating in the construction of a large hospital are invited through a questionnaire survey to evaluate the feasibility of the control system.The final evaluation results indicate that the control system is effective and feasible,and the control effect is good. |
