The rapid development of the construction industry has made it an important pillar industry for the development of the national economy.With the diversification and complexity of construction projects in China,the traditional contract development model has been difficult to adapt to the current social development situation,but also unable to adapt to the increasingly fierce market competition environment.As an internationally accepted construction organization and implementation mode,EPC general contracting mode is conducive to the indepth integration of design,procurement,construction and other stages of work.Market favor and owner demand promote the development of EPC general contracting mode in the domestic construction industry.However,at the present stage,due to the different involvement points of the EPC general contracting mode of bidding,the owners have different difficulty in project investment control,between the owner and general contractor information asymmetry cause distrust causes frequent project investment out of control,The development history of the construction industry shows that the pre-investment management and control is the most effective control means to achieve the investment goal.realize the goal of investment based on the above situation,based on the owner's perspective on the early stage of the EPC projects investment control for the following research:First,identify the key points of pre-investment management and control of EPC projects.Firstly,text analysis method is used to study the out-of-control of construction project investment at home and abroad.Secondly,the key points of investment management and control in the whole life cycle of EPC projects are analyzed by using the method of selecting literatures.Initial identification and summary of key points of investment control were conducted through the above two methods,and then semi-structured interviews were conducted to improve,modify and supplement the initial identification points to form a list of key points of investment control for the whole life cycle of EPC projects.In addition,the key interview points out two key points of pre-investment management and control of EPC projects from the perspective of owners:investment estimation and design management.Second,the key point of early investment control of EPC projects--investment estimation.Firstly,this paper analyzes the importance of investment management and control of EPC projects and the problems in current estimation,and points out the urgency of carrying out investment estimation and improving its accuracy from the perspective of owners.Secondly,it analyzes and compares the advantages and disadvantages of the current investment estimation methods,and then points out that the mixed estimation system of high-level Uniformat II and quota matching is adopted for estimation when the accuracy of investment estimation is satisfied.Finally,some cases are used to verify the above model to achieve the accuracy and constraint of the first goal of owner investment control.Third,design management is the key point of pre-investment control of EPC projects.Firstly,the difference between design management in DBB mode and EPC general contracting mode is analyzed,and the importance of strengthening design management of EPC general contracting mode from the perspective of owners is pointed out.Secondly,the DART model of value co-creation is introduced to break down the communication barriers between the owner and the general contractor in the design management and realize the open,fair and transparent communication mechanism.And then to improve the economy and construction design results PDCA model embedded in total quality management theory to review of design results,to ensure that the design process of the design results meet the demand of the owner and project functional requirements,after the owner according to the approval of design,combining with the winning of the general contractor shall/budget down rate determine the signing contract price,form a clear investment control target in the EPC projects controls.To sum up,this article is based on the principal-agent theory,the whole life cycle cost management theory,using the method of literature checked,text analysis,Uniformat II,value create DART coding system,quality management methods of PDCA,by building the whole life cycle of EPC general contracting project investment control point,based on the early stage of the interview to identify the owner investment controls two key points: investment estimation and design management,may cause the key points of project investment control means the stem with active control in the prophase,investment control objectives for owner to complete the project value to provide theoretical support and practical guidance.
