Study On Investment Control Theory And Method Of Rail Transit Construction Projects At Construction Stage

As urban rail transit constmction projects need large investment, takes up much time, and complicated engineering technology, as well as its many participants, the slightest carelessness in the construction process could lead to the delayed investment control, seriously would cause investment out of control. Thus the study on investment control theory and method of rail transit construction projects at constmction stage is of great significance for the realization of projects investment objectives.At construction stage of railway constmction projects there are always many problems, such as disagreement between contract data and investment control basic data, falsification in the examine and value process, not in time of change manage, inaccurate of change fare, warp between investment plan and schedule, unshared of information and so on. For solving those problems, this paper analyzed contract data, constmction drawing data, examine and value data, inspection lot data at constmction stage of rail transit, and established contract information management model, examine and value information management model, change management information model, investment and scheduling integration model.Through the establishment of the above model, this paper achieved investment occurrence around the contract by use of information technology at constmction stage of railway constmction projects, ensured contract basic data integrated and consisted with investment control basic date, automatic generating engineering amount of examines and value supervision from inspection lot, and examines and value supervision table; design change process circulated online, including declaration, engineering amount confirmed, approval, examines and value supervision and so on. The annual plan arrangement according to constmction organization design, and dynamic adjustment of investment plans according to the actual progress, ensured the investment mission punctual completed.The research result has applied on Jing Yihuo railway constmction headquarters of Urumqi Railway Bureau. By collecting contract data, constmction drawing data, inspection lot data, examines and value supervision data management change data and other data at Jing Yihuo railway construction stage, and on this data platform, achieved the circular management of the Jing Yihuo railway construction projects investment control, provide a supplementary decision support for Jing Yihuo railway construction management departments at all levels.
