Research On The Multi-agent Collaborative Governance Of Construction Project Safety Supervision In Xining

The safe and stable operation of the construction engineering industry is an indispensable element for high-quality social and economic development,and also the basic foundation to ensure the safety of people’s lives and property and the overall stability of society.At present,with the rapid development of the industry,difficulties in management,technology and other aspects are approaching us one after another,the traditional government-based supervision mode,and the "accident is due to responsibility","accident is from loophole" accountability ideas,that lets competent authorities at all levels be very passive in management,but also let the supervisors in the face of pressure and the participating entities to move towards the role of "management by a penalty" and "management by a stop".In order to optimize the leveling of construction project safety supervision,this study attempts to use the concept of collaborative governance to build a new mode of construction project safety supervision led by the government,such as construction participants,associations,and the public,so as to change the current difficulties faced by construction project safety supervision,promoting construction project safety supervision to improve quality and efficiency,and achieving high-level governance of construction project safety.Based on previous research,this study starts from the core concepts of construction engineering and the safety supervision for construction project,and using the collaborative governance theory to construct an analytical framework for multi-subject collaborative governance of the safety supervision for construction project.From the 4 aspects of collaborative governance incl the subject,the content,the process and for guarantee,the current situation and existing problems of construction project safety supervision in Xining city are analyzed,incl: In terms of the subject of collaborative governance: there is a lack of motivation for active coordination between government departments;inconsistent management performance indicators between the government and participating units;and between non-governmental subjects,interest relations occupy a dominant position,etc..And there are problems in terms of the content of collaborative governance: insufficient pre-project preparation,and multi-party coordination system in the project development stage has not been formed,etc.Under the project development: the synergy and complementarity mechanism of testing institutions has not yet been formed;In terms of collaborative governance process: there are problems such as the lack of arrangements for long-term platform of collaborative organizational arrangements,resulting in that incl the unsmooth channels for expressing collaborative willingness,the lack of motivation for the implementation of collaborative opinions,and the failure to carry out synergistic effect assessment and assessment.In terms of collaborative governance guarantee: there are problems such as the insufficient and shallow publicizing for laws and regulations,lack of material security and financial support,information sharing,and poor communication,etc...In view of the above-mentioned four aspects of the problem,after analyzing the causes,through the multi-agent collaborative governance theory,from the following four aspects of targeted recommendations: For collaborative governance subjects: to improve the efficiency of multi-agent collaborative governance by stimulating the initiative of multi-department collaborative governance of the government,clarifying the role positioning of government regulatory departments and other non-governmental entities;In terms of collaborative governance content: by strengthening the pre-project supervision,improving the construction of the collaborative governance system,enhancing the technical advantages of testing institutions,and the multi-subject collaborative governance content of construction project safety supervision should be enriched;In terms of collaborative governance process: improve the multi-subject collaborative governance process of construction project safety supervision by establishing a long-term platform for collaborative governance,smoothing channels for expressing collaborative opinions,and scientifically carrying out collaborative governance assessment;In terms of collaborative governance guarantees: strengthen the implementation of laws thru collaborative governance of construction project safety supervision,explore new measures for interest incentives,and provide high-quality information services to enhance the collaborative governance guarantee of construction project safety supervision.
