With the development of social economy and rapid population growth,the demand for water in various industries has skyrocketed,and water resources are becoming increasingly scarce.The phenomenon of human activities encroaching on industrial water use is widespread,and the pressure on water resource utilization and ecological environment in the watershed is constantly increasing.The low utilization coefficient of agricultural irrigation water resources seriously occupies the ecological water use in the region,leading to increasingly serious supply-demand contradictions among water users.The ecological water supply has not been implemented according to the plan,resulting in a gradual decrease in vegetation coverage and continuous deterioration of the ecological environment,which is not in line with green development.The current basin water resource allocation plan cannot provide a scientific allocation plan for the regional "three living water",which has hindered rural revitalization and development,and constrained the sustainable development of the basin.In view of this,it is urgent to carry out more scientific research on basin water resource allocation plans.This article takes the HBH region as the research object to explore the allocation and evaluation of "three living water" based on the rural revitalization strategy.Firstly,conduct a water demand analysis for rural revitalization planning,considering the requirements for outbound water volume and estimating water resource potential in watershed planning;Secondly,construct a water resource optimization configuration model to solve the available water quantity under strict control of agricultural and ecological water supply guarantee rates;Finally,based on the available water volume,the combination of rural revitalization plans is screened and the industrial structure is optimized,and an indicator evaluation model is established to obtain the optimal strategy for rural revitalization.By comparing the optimal water supply strategy for rural revitalization with the current development status of water consuming units,the direction for promoting rural revitalization development is pointed out.The main research achievements of this paper are as follows:(1)According to the requirements of the rural revitalization plan,the layout of integrated urban and park landscapes within the region,the prediction of tourist numbers,the statistics of characteristic crop types and areas,and the statistics of wetland land types are carried out to obtain the total water demand for rural revitalization in the planned year.By analyzing the current situation of water resources utilization in HBH region,it is found that the utilization rate of regional water resources is only 28%and the proportion of Farm water is too high.In the current watershed planning,under the condition of unchanged farmland planting area and irrigation water utilization coefficient,the potential of regional water resources is limited,which cannot support the implementation of rural revitalization strategy and limits the development of regional secondary and tertiary industries.Under the requirement of meeting the inflow of tributaries into the main stream,two water resource utilization rates of 40%and 55%were set,and the water resource potential for 2025 and 2030 planning years was calculated to be 148 million m3 and 334 million m3,respectively.This provides effective water support for regional water resource conservation and rural revitalization and development.(2)Considering the current situation and planned annual water resource utilization rate,as well as setting up six scenario plans for future regional water transfer projects,calculate the water supply guarantee rate and available water quantity of each water consuming unit under different scenario plans;The maximum available water volume for the planned year cannot support the comprehensive development of rural revitalization.Therefore,tap into the potential of water resources under the existing scenario plan.The available water volume for the 2025 and 2030 planning years is 185 million m3 and 369 million m3,respectively,which clarifies the scientific direction for optimizing the scale of rural revitalization industries.(3)Randomly combine rural revitalization plans,based on the maximum available water volume,and select 5 plan combinations from different planning years that meet the water supply process and have a high water demand.Considering the priority of economic benefits and ecological environment,the combinatorial optimization of rural revitalization plan was carried out,and 16 optimization plan combinations were obtained.Based on the AHP method,an indicator evaluation model was constructed to evaluate the 21 optimized scheme combinations,and the most comprehensive rural revitalization water supply strategy for the 2025 and 2030 planning years was obtained,providing technical support for regional sustainable development.
