With the continuous advancement of the strategy of strengthening the country in transportation,the infrastructure construction market has shown a vigorous development trend.However,in recent years,the rising price of highway construction materials has seriously threatened the cost management and capital turnover of highway engineering projects,affected the normal operation of highway construction enterprises,and even caused general losses in the highway construction industry.In this regard,the owner unit and the construction enterprise signed a contract to adjust the price difference of materials to cope with the rising cost caused by the fluctuation of material prices.However,due to the super-high voice of the owner unit,the contract terms often have many biases,resulting in the adjustment of the material price difference has not achieved the expected effect,and the cost burden of the construction enterprise is still heavy.Therefore,how to standardize the adjustment of material price difference of highway engineering projects and realize the risk sharing of both parties in the contract is an important problem that the highway construction industry needs to solve urgently.This research is based on information asymmetry theory,principal-agent theory and incomplete contract theory,combined with existing research on material price fluctuation risk,risk sharing,cost management and material price difference adjustment,based on the questionnaire survey and project interviews,from the three aspects of environment,contract agreement and implementation,and approval,investigate the adjustment of material price difference of highway engineering projects nationwide,and deeply explore the practical problems faced by material price difference adjustment of highway engineering projects.The survey found that in the material price difference adjustment environment,the relevant policy content is incomplete,the information price is missing and the release of information price lags behind,etc.,which hinders the material price difference adjustment of some highway engineering projects.In the material price difference adjustment contract agreement and implementation,highway engineering projects face limited scope of materials,unfair risk sharing,inappropriate adjustment method,too long adjustment period,poor adjustment effect of engineering change,and non-adjustment of transportation distance changes caused by force majeure.In the approval of material price difference adjustment,the approval process is cumbersome and time-consuming,and the approval result is limited by the project budget estimate.In the end,this survey puts forward targeted suggestions to highway construction enterprises,owners and highway construction management departments,provides a useful reference for highway construction enterprises to resist the risk of material price fluctuations,maintains the equal status of highway construction enterprises and owners in the adjustment of material price differences,and assists highway construction management department to standardize the adjustment of material price differences,in order to promote the construction of a strong transportation country with high quality. |
