Research On The Motivation Of China’s Territorial Space Governance Reform

At present,China is comprehensively improving the capacity of territorial space governance,resolving the conflict between resource protection and utilization,exploring a scientific and reasonable system of natural resources,and putting forward policies to implement ecological civilization construction,protection of ecological resources,limiting the disorderly expansion of urban space,and protection of 1.8billion mu of basic farmland.According to China’s policies and laws on territorial space governance,the implementation of China’s territorial space governance has also undergone many reforms,and the motivation of each reform is that the country has made new arrangements for the current territorial space resources due to contradictions.This contradiction is the motivation of the reform of territorial space governance and affects the improvement of the capacity of territorial space governance.Therefore,to clarify the motivation of reform can more thoroughly understand the intention behind the promulgation of national policies and the significance of the country to continuously improve the territorial space governance system,strictly observe the bottom line of cultivated land and protect ecological civilization.In view of the above content,this paper selects "Research on the motivation of China’s territorial space governance reform" as the research topic.This paper starts with a review of domestic and foreign research,and finds that most of the existing literature studies focus on a single period or a single perspective in the research scope.In terms of content,it does not explore and draw the human-land balance model by analyzing the commonalities that affect the dynamic force.In view of this,this paper combs and analyzes the content of land system reform from the pre-Qin period to the present stage through the methods of historical literature research,inductive analysis and comparative analysis,in order to solve the above problems.Through the research,the conclusion is drawn: first,the contradiction betw een people is the cause of affecting the reform.This stage is the era dominate d by agriculture,which shows whether the whole society can achieve a sustain able balance between food production and food consumption;Second,human-re gion contradiction is the reason that affects the reform.This stage is the era d ominated by industrialization,which is still the problem of whether the whole society can achieve a sustainable balance between food production and food co nsumption;Third,the contradiction between the ground and the ground is the cause of affecting the reform.This stage is divided into the era of industrializa tion and the era of ecological civilization construction.In the era of industriali zation,driven by rapid industrialization,there is a contradiction between the oc cupation of cultivated land by urban agglomeration and expansion and the prot ection of cultivated land,and food security is affected.The leading era of ecol ogical civilization construction,the farming period before the founding of the P eople’s Republic of China,represented by the occupation of ecological land rec lamation for arable land;During the period of reform and opening up,the urb an construction land occupied ecological land;In the past two decades,with th e development of industrialization and urbanization,the ecological environment has deteriorated and the overexploitation of natural resources has been affected.
