The Reform Of Mandatory Contents Of Urban Master Planning From The Perspective Of Spatial Governance

The mandatory content of urban master plan is a spatial governance tool that the government compensate for market failure during the period of rapid urban development.As a regulatory regime of urban spatial resources management and control for national,the mandatory content has supervisory and restrictive significance for local government administration.In the new era,promoting the modernization of national governance system and governance capability puts forward new requirements for the implementation and management of urban master planning.The mandatory content,as an important regulatory regime of national spatial resources management and control,needs to be reformed urgently.This study summarizes the origin and development process of the mandatory content,differentiating the mandatory content of urban master planning from the perspective of spatial governance,analyzing the effectiveness and problems of implementation of the mandatory content,putting forward suggestions for the mandatory content reform from the visual angle of spatial governance modernization.Firstly,this study summarizes the development process of the mandatory content of urban master plan,differentiating mandatory content from the perspective of spatial governance.It is considered that the spatial governance agent of mandatory content includes the Central Government,Provincial Government,Municipal Government and County Government.The content of spatial governance includes natural resources,historical and cultural resources,infrastructure,public service facilities and public safety facilities.The means of spatial governance include land use control,planning convergence,monitoring and evaluation.Secondly,this paper analyses the effect and problems of the implementation of the mandatory content.The main effects of the implementation of the mandatory content include strengthening the national control over the local development bottom line,and strengthening the supervision and restraint of the higher government on the lower government administration.The existing problems include that the mandatory content manage what should not be managed,neglect what should be managed and failure to manage what should be managed.The factors affecting the governance system of mandatory content include the value orientation centered on economic development,fragmentation of the main functions of spatial governance,unclear boundaries of the content of spatial governance powers,faultiness governance means of legalization and informatization.The internal factors of deviation are as follows,uniform coverage of mandatory content,lack of implementation mechanism of mandatory content transmission,and single means of mandatory content supervision.Finally,under the value orientation of resource protection and development,the modernization of spatial governance emphasizes the holistic spatial governance structure,clear spatial governance content,legalization and information-based spatial governance means.The author proposes the elements and control methods of the mandatory content of territorial spatial planning,presents that the mandatory content should highlight high-quality development.Some indicators like as activating the stock of land,green development,affordable housing and other measurement factors should be included.The author also puts forward the establishment of index control,spatial control and directory management.And it is suggested that establish some linkage mechanism,monitoring and evaluation mechanism of the mandatory content of spatial planning system.
