The performance evaluation of expressway PPP projects not only serves as the basis for the government to issue subsidies,but also has a far-reaching impact on the sustainable multi-benefit.In the performance evaluation of expressway PPP projects,indicators not only affect the efficiency of the assessment implementation,but also restrict the full play of the evaluation function,which is the basis of the assessment.The scoring standard is the measure of the performance target,both of which are the key to the performance evaluation.In view of the problems existing in the current performance evaluation of PPP projects of Baoshan-Shidian Expressway,this paper optimizes and reconstructs the dynamic performance evaluation index and evaluation system based on the two-factor incentive theory.The main conclusions are as follows:(1)This paper takes the performance evaluation system of the PPP project of Baoshan-Shidian Expressway as the research object.On the basis of discussing the project overview,investment and financing mode,the current situation of performance evaluation and the reward and punishment measures of performance evaluation,It is found that there are some problems in the evaluation system,such as the setting of evaluation index is not completely reasonable,the lack of obvious performance evaluation reward and incentive mechanism,the lack of supervision of performance evaluation and the lack of comprehensibility of performance evaluation.The main reasons are the particularity of the cooperation mode of expressway PPP project,the wide range of PPP projects involved,the difficulty to unify the standards,and the large investment scale of PPP project,long payback period and other factors,as well as the rights and obligations of the performance evaluation subject are not equal.(2)Based on the two-factor incentive theory,this paper optimizes the performance assessment index and assessment system of the PPP project in the construction period and running period from the perspective of health factors and incentive factors,and forms a gradient index of the operation period and construction period,which is linked to the feasibility gap subsidy.The performance is as follows: first,the project performance evaluation score is obtained by adding the project performance evaluation score in the construction period and operation period by multiplying the corresponding adjustment coefficient respectively;Second,the adjustment coefficient K of incentive factors is introduced to adjust the capital cost of the year + the operating cost of the year.Its value is the sum obtained by multiplying the assessment score ratio of the construction period and the operation period respectively by the assessment coefficient.In the formula,the performance assessment coefficient of the construction period and the operation period is adjusted with the change of the evaluation year.Finally,through the quantitative comparative analysis of the assessment results before and after optimization in the Baoshi Expressway project,it is found that the assessment system established in this paper has obvious advantages.(3)In order to make the research results more practical guidance,this paper puts forward some suggestions on the reconstruction of the performance system of highway PPP projects,including the screening of evaluation indicators of PPP projects,the establishment of scoring criteria and the performance evaluation method and application.It is suggested to establish a comprehensive evaluation system of bundled evaluation in the performance evaluation.The assessment results of the construction and operation periods should be organically and uniformly combined,and the comprehensive assessment results of the construction and operation periods should be directly linked to the operation subsidy expenditure.
