At present,our country is entering a new period of high-quality development transformation.The transformation of urban development mode,the adjustment of social structure,the diversification of people’s demands,but this is followed by many problems of urban diseases.Urban resource and environment carrying efficiency weakened,ecosystem service function degraded,environmental problems become increasingly prominent,ecological environment problems become a great obstacle to development.The state has put forward the call to practice the concept of ecological civilization in the new era.Land is the spatial carrier of ecological civilization construction,and the proposal of territorial space planning is an important push to coordinate the relationship between the development,utilization,protection and governance of land resources,build ecological civilization,and realize the modernization of national governance system and governance capacity.In 2017,the Ministry of Land and Resources issued Measures for the Control of the Use of Natural Ecological Space(Trial),which required that "dual evaluation" should be the prerequisite and basis for the formulation of territorial space planning and became a basic consensus.Subsequently,the Central Committee of the Communist Party of China and The State Council issued Several Opinions on the Establishment and Supervision of the Implementation of Territorial Space Planning System,which established the important position of "dual evaluation".The multi-edition dual-evaluation guide provides technical support for the work,but its research is limited to the provincial and municipal level,and its guidance to the county level is weak.From the perspective of county level,this paper studies the construction of dual evaluation evaluation system and evaluation model,takes multi-source big data and GIS software technology as the main support,takes YS County of Shangrao City as the object of empirical research,and integrates scientific logic with local reality,in order to provide theoretical basis and method support for the establishment of a scientific,open and adaptable comprehensive evaluation system.The main research contents focus on the evaluation system construction of three main evaluation types:ecological protection importance evaluation,territorial space development suitability evaluation,resource and environment carrying capacity evaluation:(1)Evaluation of the importance of ecological protectionTaking the leading ecological functions and the main ecological vulnerability conditions of the county as the starting point,the evaluation of ecosystem service functions was carried out,which mainly included water conservation functions,water and soil conservation functions and biodiversity maintenance functions,and the ecological vulnerability evaluation mainly included water and soil loss and rocky desertification.The integrated evaluation results were revised and checked based on the characteristic resource elements of the county.The results of ecological conservation importance assessment will be generated.(2)Evaluation of suitability of territorial space developmentThe development suitability degree of agricultural production and urban construction is evaluated respectively.Based on the evaluation of soil and water resources in county area,the agricultural production is studied around the photothermal climate and soil texture environment as the limiting factors,and the urban construction is evaluated based on the warm and humid climate conditions,the degree of geological disasters and the degree of geographical advantage,so as to form the visual expression of the achievements of the suitable region for territorial space development.(3)Resource and environment carrying capacity evaluationThe main content of the evaluation is the carrying capacity of agricultural production and urban construction.Based on the restrictive conditions of land resources,the land unsuitable for agricultural production and urban construction was selected.According to the constraints of water resources,the maximum area of irrigated cultivated land and the area of rain-fed cultivated land that can be carried were combined as the rational scale of agricultural production carrying capacity.The carrying scale of urban construction is closely related to the available water amount of the city,the per capita water demand of the city and the per capita area of the urban construction land.The final result is obtained through the model operation method.Finally,the minimum value under each constraint condition is taken as the maximum reasonable scale according to the short-plate principle.
