Research On The Evaluation Of The Implementation Effect Of The Overall Land Use Planning

The rational use of land resources is one of the basic conditions for realizing the harmonious coexistence of man and nature.The preparation of the overall land use plan is the premise of the rational use of land resources,and the evaluation and improvement of the implementation effect of the overall land use plan can make the plan adapt to the rapid development of society.The implementation of the third round of land use master plan(2006-2020)is coming to an end in 2020,and the new national land and space planning is in the ascendant.At this critical time node,an evaluation study on the implementation of the previous round of land use master plan will be made.It is particularly important to comprehensively analyze the evaluation results,summarize the problems and deficiencies found in the implementation process,accumulate relevant experience,put forward feasible suggestions,and provide reference for the formulation and revision of land and space planning.Taking Lankao County,Kaifeng City as an example,this paper studies the implementation results of the Land Utilization Master Plan of Lankao County(2006-2020).The main contents are as follows:(1)Through the literature review,the research significance and research background are introduced,combined with the research progress of domestic and foreign scholars,and the relevant theoretical basis and research methods applicable to this paper are explored.(2)Collect planning data,use ENVI 5.3 and ENVI Classic software to interpret remote sensing images,use maximum likelihood method to implement supervised classification,and use confusion matrix method to verify the accuracy of the interpretation results.The Kappa coefficient is 0.8704.After classification The land use status of Lankao County in 2020 was obtained by processing,and the land use change analysis was carried out in the base year(2005),mid-term(2013),and current situation(2020)of the planning implementation.The results show that the area of agricultural land is gradually decreasing,and the area of construction land is rapidly decreasing.There is an increasing trend,and the unused land area is rapidly decreasing.(3)Based on the actual situation of Lankao County,select the evaluation indicators,and construct the overall land use planning of Lankao County with a total of 18 evaluation indicators in 4 criterion layers,including the realization of planning indicators,the changes of land use structure indicators,the degree of land intensification and conservation,and the benefits of planning implementation.Implement the evaluation system,use the analytic hierarchy process to determine the weight of indicators,and standardize various indicators to calculate the score.(4)Use the multi-factor comprehensive analysis method to carry out a comprehensive evaluation of the implementation of the plan.The research results show that,Of the three land types,the area of agricultural land has decreased,but the score is 91.02 points,which corresponds to the evaluation result grade of excellent.The area of construction land has increased substantially,and the corresponding evaluation result grade is poor.The unused land is greatly reduced,and the corresponding evaluation result grade is excellent.In general,the final score of Lankao County’s overall land use planning implementation evaluation is 84.52 points.The overall effect of planning and implementation is good,the planning objectives have been basically completed,the planning indicators can be basically achieved,the level of land intensive conservation has been improved to a certain extent,and the land use structure layout has been gradually optimized.The urbanization rate has been increasing year by year,and the vigorous implementation of the rural revitalization strategy has achieved remarkable results,with remarkable economic,social and ecological benefits.But there are still some problems,analyze the problems and put forward feasible suggestions.(5)Finally,summarize the research process and research results,put forward the shortcomings and prospects for future research.
