| In recent years,with the arrival of the era of big data and the development and application of "Internet+" technology,the application of electricity information sharing has solved the information misunderstanding between government departments,power companies and electricity customers,and has become an important tool to assist government departments to carry out their work efficiently.The effective application of electric power information sharing not only contributes to the transformation of the supervision of government departments,but also helps to build a cross-sectoral and cross-industry collaborative governance system.At present,although the application of electricity information sharing has achieved initial results,problems have gradually emerged.Take the government’s promotion of electricity information sharing application as the research object and select Xuzhou City,Jiangsu Province as a sample case for analysis.Based on the life cycle perspective and the relevant literature collected,the article divides the power information sharing application in Xuzhou city into five different phases: preparation and creation phase,collection and integration phase,release and sharing phase,application and value-added phase,and supervision and evaluation phase,which lay a good theoretical foundation for the subsequent study.Through a questionnaire survey of government department staff and interviews with the management of power information sharing application departments,it is reflected that Xuzhou City has failed to effectively utilize the existing power information resources,and the problems are summarized as insufficient preliminary preparation,difficult information integration,backward sharing mode,poor application effect,and lack of feedback and evaluation,which cannot help government departments solve the difficulties encountered in decision-making and practice.The problems are summarized as insufficient preparation,difficult information integration,backward sharing mode,poor application,and lack of feedback and evaluation,which cannot help government departments to solve the difficulties in decision-making and practice.Combining the actual work of the author and the results of the questionnaire survey,the causes of the problems in the five stages are analyzed,mainly the lack of government guidance,imperfect sharing mechanism;large amount of information,unified information sources and inconsistent standards;technical limitations of the platform and insufficient active participation;poor cognition and poor application of the model;imperfect evaluation system and the lack of follow-up supervision.So the sharing degree and application rate of electric power information are low.In response to the above problems and their causes,countermeasures for the sharing and application of electricity information are proposed to match with each stage respectively.During the preparation and creation period,the sharing mechanism is improved and the infrastructure is strengthened;during the collection and integration period,the scope of sharing is clarified and the source standards are standardized;during the publishing and sharing period,participation in sharing is encouraged and an efficient platform is built;during the application and value-added period,the sharing and application results are publicized and the application model is optimized;during the supervision and evaluation period,the evaluation system is improved and government supervision is introduced.By optimizing the sharing and application mode of power information,we further improve the effectiveness of power information sharing and application of government departments,and use power information as an effective information source and grasp basis in government regulation and governance and service decision-making. |
