As the problem of global warming becomes increasingly serious, carbon emissions in the construction industry has become a focus of attention. In the study of the whole life cycle carbon emissions of buildings, public buildings have special building forms, functions and long-term use characteristics, and the optimisation of their carbon emissions has long-term and far-reaching significance, which can provide experience and guidance for the sustainable development of public buildings in the future. How to measure the carbon emissions of public buildings, understand their emission characteristics, and propose targeted control strategies,so as to achieve the reduction of carbon emissions throughout the life cycle of public buildings,is an issue that requires continuous consideration and in-depth research. This study focuses on the whole life cycle carbon emission optimisation of public buildings.Based on the whole life cycle assessment(LCA)theory, the study selects the corresponding carbon emission measurement models and emission factors, and takes the office building project A as an example, and carries out a series of measurements from preliminary carbon measurement to operational carbon, and carefully analyses the characteristics of carbon emissions and the main influencing factors at each stage. The study found that the production of building materials is the main source of carbon in the pre-carbon phase of public buildings, with concrete having the most sensitive impact on the carbon emissions from the production of building materials in this phase, while further analysis revealed that windows are the most sensitive to the carbon emissions of public buildings under the dual influence, surpassing concrete, the main building material. The share of operational carbon is the largest in the entire life cycle of public buildings, with cooling and heating being the most significant sources of carbon.Based on this, this paper proposes a set of targeted carbon control strategies to achieve effective control of carbon emissions in public buildings through a series of measures such as optimising building orientation and setting a reasonable window-towall ratio during design, increasing the proportion of high-performance concrete used in the pre-carbon phase, and adopting advanced cooling and heating storage technology in the operational carbon phase.Through comparative analysis, this carbon control strategy has proved to be effective and can significantly reduce the carbon emissions of public buildings. This paper provides some new perspectives on the measurement and control strategy of carbon emissions in public buildings, and through research and practice, attempts to provide some thoughts on the measurement and control of carbon emissions in public buildings.
