In order to improve the environment of the port area and reduce the environmental pollution during the berthing of ships,enhancing the innovative technology of energy conservation and emission reduction in ports and shipping has become essential to achieving the green development of water transportation in China,among which vigorously promoting the application of shore-to-ship power technology is the main measure,which has significant economic and environmental benefits.However,although our government has promulgated a series of policies to promote the development of shoreto-ship power,the practical application of shore-to-ship power is poor in recent years.Based on this,under the background of the implementation of shore-to-ship power policy,we formulated an evolutionary game model for the interests of shore-to-ship power system from the perspective of “policy regulation + enterprise behavior”,aiming to analyze the synergistic effect among various interests within the system,as well as the influence of government regulation and incentive behavior on the development of shoreto-ship power,to provide some theoretical support for the scientific development of shore-to-ship power policy.Thus promotes the application of shore power in our country effectively.The specific research contents are as follows:(1)The policy analysis and modeling foundation.Firstly,the compound evaluation method combing content analysis and PMC index model analysis is used to quantify the policy of shore-to-ship power in our country,and to clarify the advantages and disadvantages of the existing policy.And then,the stakeholder theory and evolutionary game method are used to define the game players of shore-to-ship power,and the game behaviors among the players are analyzed to determine the interest correlation between them.(2)The establishment of multi-agent evolutionary game model and the solution of evolutionary stability strategy.Firstly,the combination of the government,port enterprises and shipping companies in the decision-making selection in the process of shore-to-ship power propulsion is determined,and relevant parameters are set according the income of different subjects under different dynamic decision-making combinations,and the income matrix is obtained.Based on the income matrix,the replicative dynamic equation of government,port enterprises and shipping companies in decision selection is obtained to analyze the dynamic change of each subject in decision selection.And then,using the stability theorem of differential equation,the evolutionary stability strategy of the system is obtained.(3)The numerical simulation analysis which affects the decision choice of shore-toship power stakeholders.Firstly,a dynamic model of multi-agent promotion of shore-toship power system based on evolutionary game is established.And then,based on the stability conditions of the ideal decision,the simulation tool MATLAB is used to numerically simulate the change of the initial intention of each subject,the change of the main parameters and the government behavior,and the influence of the sensitivity change of related factors on the shore-to-ship power.Finally,effective measures to accelerate the application shore-to-ship power are proposed according to the simulation results.Based on the above research,the following conclusions are drawn: the government plays a leading role in the promotion of shore-to-ship power,and it can reduce the cost of policy implementation and improve the efficiency of policy implementation by establishing a sound supervision and subsidy mechanism for the construction and use of shore power.Increasing government incentives for port enterprises and shipping companies is more effective than regulating them.Shipping companies are the key to the effective application of shore-to-ship power.In the subsequent development of shore-toship power,the government can formulate special policies for shipping companies.
