A Study On The Cooperative Management Mechanism Of Flight Operation In Airport Community Of Shanghai Hongqiao Airport

With the rapid development of social economy and the continuous growth of air transport volume,the conflicts over civil aviation open space operation resources have gradually become prominent,resulting in a significant deterioration in flight operation quality and efficiency.Flight operation collaborative management is a complex operation system composed of multiple subjects.Whether the synergy between subsystems can be brought into full play directly affects the operation efficiency of the whole flight system.Examining the problem of current flight operation collaborative management and analyzing the reasons behind it have theoretical and practical significance for improving the efficiency and quality of flight operation and the quality of public air transport service.This paper takes the flight operation collaborative management mechanism of Shanghai Hongqiao Airport community as a case study.According to the collaborative management theory,the collaborative mechanism is analyzed from four perspectives: industry supervision,organizational coordination,technical coordination and regional coordination,and there are problems of unequal responsibilities,rights and interests in each subsystem of the organizational collaboration mechanism;Based on the analysis of the existing problems,this paper makes some policy suggestions,such as further strengthening the industry supervision,improving the assessment and evaluation system,coordinating and improving the airport community flight operation collaborative organization and management mechanism,establishing a new generation of intelligent new technology application collaborative promotion mechanism of Civil Aviation,promoting the layout,and establishing a regional flight operation coordination mechanism.
