With the rapid growth of air transport demand in China and the gradual completion of neighboring airports,regional multi-airport systems are constantly emerging.Compared with single-airport operation,the problem of abnormal-flight in regional multi-airport system is serious.During the flight recovery process,high levels of traffic density and staff load over a long period of time pose risks to system operation.How to improve the efficiency of flight recovery in regional multi-airport systems,while ensuring that the system is operating at a relatively safe level,which is of great significance for the recovery of abnormal-flights in multiple airports in the region.This paper mainly studies the recovery method of regional multi-airport abnormal-flights based on the idea of risk management and control.Firstly,the operation mode of regional multi-airport system is described.Based on this,we construct an optimization model of flight operation scheduling problem.Then,this paper analyzes the causes of abnormal-flight,and further analyze the system risk growth node of flight recovery process based on the four-element model of "personnel,equipment,environment and management" in system theory.Based on this,from the perspective of terminal area control risk and scene operation risk,we propose a risk assessment method for six key risk growth nodes of airspace control,flight conflict,ground support,apron support,ground control and taxi conflict during abnormal-flight recovery.And combining it with the flight operation scheduling model,we constructed a regional multi-airport abnormal-flight recovery model based on risk management and control.In the aspect of solving algorithm design and construction,according to the multi-resource competition characteristics of the system and the multi-objective optimization requirements of the model,the multi-start algorithm based on intelligent neighborhood selection is selected.We design the algorithm steps and the neighborhood structure to solve the model.Finally,this paper designs an experimental case study.By comparing the recovery efficiency and operational risk value generated by the traditional flight recovery method and the risk management recovery method,the results show that the risk management and control method can achieve a greater improvement of the system security level at the expense of less delay recovery efficiency,which can control the operation risk of regional multi-airport system under high recovery efficiency operation state.It verifies that the proposed multi-airport abnormal-flight recovery method based on risk management and control has good theoretical and practical application value.
