| As a key part of infrastructure construction,transportation engineering construction has put forward new requirements for China’s transportation infrastructure construction with the release of the 14 th five year plan.In order to speed up the construction of a transportation power,it is necessary to improve the comprehensive transportation channels,comprehensive transportation hubs and logistics networks,and speed up the rail transit networking of urban agglomerations and metropolitan areas,etc.The great development of transportation is accompanied by an increase in the demand for land and the demolition of existing buildings.As land acquisition and demolition itself is a work involving the fundamental interests of the people,the policy is very sensitive,and the frequent contradictions are a long-standing problem.In addition,China’s relevant laws and regulations are not perfect,the government has no confidence in facing the people.If there is a slight mistake in the work or the policies formulated do not meet the expectations of the people,it is difficult to promote the demolition work.This paper will analyze the demolition of the 104 National Highway Project in Rui’an City as a case through the participatory research method.According to the local demolition policy process,I roughly divide the demolition into three stages: demolition mobilization stage,demolition negotiation stage,and demolition resettlement stage.Describe the government behavior in the three stages of this case,and then analyze which specific behavior belongs to the anomie of government behavior,and what kind of negative impact will be caused.The reasons behind the anomie of government behavior are analyzed in many aspects.Under the pressure type system,the government has its own economic benefits,social stability and other considerations.Finally,public infrastructure construction projects such as traffic engineering construction are derived,and optimization suggestions are put forward for the government’s behavior in all stages of demolition: transparent policies and smooth working mechanisms should be achieved in the demolition mobilization stage;Be fair and just in the demolition negotiation stage,and reasonable demands should also be met;The resettlement mode shall be improved in the demolition and resettlement stage,and multiple resettlement methods shall be developed simultaneously.Through the research on the demolition work of National Highway 104,we will improve the deficiencies of the government in the demolition process,optimize the future demolition compensation work of the local government,have more confidence in the face of the obstacles in the demolition project construction,make the demolition work better and faster,and lay a solid foundation for completing the construction goal of a strong traffic city during the14 th Five Year Plan period. |
