| Extensive water use methods of enterprises,low content of water-saving technology,and gradually rising water environment costs are important characteristics of water use in industrial enterprises.Under the background of industrial green transformation,the improvement of water efficiency of industrial enterprises has become the focus of attention in various regions,and due to the constraints of increasingly tight resources and environment,the focus of water resource management of industrial enterprises has gradually shifted from the supply side to the demand side,which puts forward specific requirements for industrial enterprises to control the "three red lines" of water control,which not only emphasizes the total red line control under the priority of water conservation,but also pays attention to the efficiency red line and pollution red line control under system governance.As the main part of demand-side management,the price mechanism is an important economic means to solve the allocation and utilization of water resources in industrial enterprises.However,due to the long-term administrative intervention of China’s water prices,the signal of water scarcity cannot be effectively transmitted,resulting in distortion of water prices and inhibiting the further improvement of industrial green water resource efficiency.In view of this,this paper hopes to reveal the water demand and water efficiency of industrial enterprises in various regions by measuring the price elasticity of industrial enterprises’ water demand and industrial enterprises’ water use efficiency,examine the incentive degree of water price and other influencing factors to improve the water efficiency of industrial enterprises,and compare the dual control degree of water price on the total amount of industrial water use and water use efficiency,so as to more systematically understand the regulation path of water price on the water resource composite system of industrial enterprises,and provide reasonable direction and path suggestions for improving the water use efficiency and reform of water pricing mechanism of industrial enterprises.The main contents include:(1)Measurement of the price elasticity of water demand.At the macro level,the provincial panel data and the simultaneous equation model are used to test the restraining effect of water price on the water demand of industrial enterprises.The results show that:(1)the water demand of industrial enterprises is elastic,and increasing the water price can significantly alleviate the tension of industrial water demand;(2)There is a certain degree of distortion in the current water price,which inhibits the leverage of regional industrial water price economy.In addition,the water environment cost and water price affordability of an industrial park are analyzed to confirm the sensitivity of water consumption of industrial enterprises to water prices at the micro level.(2)Measurement of water efficiency in industrial enterprises.The SBM-Undesirable model was used to construct the water efficiency measurement model of industrial enterprises,and the water use efficiency was analyzed and the differences were analyzed from macro and micro perspectives based on Zibo textile enterprises.It is found that under the background of green transformation,the water efficiency of Zibo textile enterprises has been slightly improved,and there is still much room for improvement.There are significant differences in water efficiency of different types of textile enterprises,combined with the actual analysis of A and Q enterprises from their water use technology and sewage treatment optimization process,it is found that different water nodes have different requirements for water quality and quantity,and in view of this feature,the corresponding measures are adopted to implement water-saving transformation of the enterprise water system,which can effectively improve the water efficiency of the enterprise.(3)Impact testing of water efficiency in industrial enterprises.The influence mechanism of water use efficiency of sample textile enterprises was investigated by the panel Tobit model,which focused on testing the driving effect of water price change on water use efficiency of enterprises.It is found that there is a distortion effect of water price leverage on the water efficiency of enterprises,and the sensitivity of different water nodes to water price is different,and when the indirect adjustment variable of technical level is added,the water price leverage effect is significantly improved.(4)Discuss and summarize the results of the study.On the basis of the above research,it is found that there is a dual path in the composite system of water price regulation and control of water resources in industrial enterprises.Although the water price leverage shows an effective situation of controlling both volume and rate,the two are not synchronized,which is greatly related to the "large increase and low price" of water prices and the different sensitivity of water use at different nodes of enterprises.Combined with the above research conclusions,the design of optimization countermeasures for improving enterprise water efficiency is proposed based on macro and micro perspectives. |
