Study On Rational Regulating Of Water Demand

Since water is essential to the development of social economy, the demand of water and the development of human are synchronous. Reviewing the history of water demand in China, water consumption has been going up all the time. The scarcity of water resources and the short of supply are the challenges of the demand of water resources in the future. However, the ascending water demand of history does not represent for the state in future, thus it is a mistake to think that the trend of increasing is ever-lasting. The development history of water demand in the developed countries has proved that, while developing the social economy and implementing the management policies and measures to regulate the water demand, the point of zero growth exists and even then the trend of negative growth appeared. At present, the water management in China has been transformed from purely "demand oriented supply" to the adjustment of water demand, which will lead to a corresponding access to water demand management phase. Whereas, some developed countries have entered into the phases of zero growth of water demand or the management of water demand after they had contaminated and destroyed the environment. It is a subject worthy of study how to avoid damaging the environment in developing countries in the face of huge water demand. Therefore, the aim of the paper is to study how to regulate water demand in order to try to resolve the problems of water demand.The new ideas and methods are needed for the new problems and challenges. The characteristic of the mode "demand oriented supply" is that human beings rebuild the nature, the environment is enduring the act of human, but the characteristic of the mode "supply oriented demand" is that human beings and nature coexist harmoniously, and they regulate the nature forwardly. Regulating forwardly is to find the sensitive factors of regulating water demand and analyzes their roles in water demand, thereby developing effective water demand management policies and measures to control reasonless water demand and satisfy reasonable water demand services on the basis of study on genes of regulating.
