With the rapid development of China’s economy, accelerating industrialization and urbanization, the demand for resources degree is more and more big, the water resources as an important resource, in our country plays an important role in social economic life. In recent years, our country many provinces have appeared serious water crisis, industrial water is second only to the water’s second largest water conservation in agriculture in our country, in2012China’s total industrial water is142.39billion cubic meters, accounting for23.2%of the total national water, industrial water saving, improve the efficiency of industrial water can effectively alleviate the water crisis in our country, promoting China’s economic health and sustainable development.Firstly, this paper expatiates on the concept of industrial water efficiency, the current situation of domestic and foreign industrial water are discussed in detail, and the measurement of industrial water efficiency are introduced. Secondly, on the present situation of water resources in China, the present situation of industrial water has been studied in our country,summarizes the five characteristics of China’s industrial water, on the basis of the analysis of industrial water in China and the western developed countries in such aspects as water structure are different. Again based on the Angle of input-output, super efficiency DEA model is established using the data envelopment analysis to our country in2004-2012industrial water efficiency measure, overall analysis of the industrial average water use efficiency of9years in our country, and points in31provinces of our country will be divided into three different areas of the east Midwest industrial water efficiency comparative analysis, this paper also based on the value of the industrial water use efficiency of measure using cluster analysis the31provinces in China are divided into excellent, good, bad quality of the three provinces to its difference is studied. On the analysis of factors affecting industrial water efficiency, this paper use Tobit model, select the appropriate indicators, using2004-2012panel data has carried on the empirical analysis, according to the above research results, relevant policy implications are obtained.Conclusions of this study are as follows:(1)According to super efficiency DEA industrial water efficiency measure out our31provinces Values, from2004-2012the average of nine years of water efficiency, the efficiency of industrial water is0.8540less than1, the industry is still at a low level of water efficiency, water use efficiency of the country’s industrial value fluctuated between nine years, but still showing a rising trend. Regionally,2004-2012, China’s31provinces and industrial water use efficiency differences, does not have the convergence. Water efficiency of the country’s eastern provinces were significantly higher than the average of.5895efficiency values for the central region of0.5797, while the industrial water use efficiency was significantly higher than the central provinces of the western provinces of the efficiency value0.5077. Industrial water use efficiency eastern Midwest there is a clear hierarchy, industrial efficiency water drop showing successively stepped.(2) the use of cluster analysis method of analyzing the efficiency of industrial water, industrial water use efficiency based on the value of the country is divided into31provinces, excellent, good, poor evaluation of three parts,2004-2012data from nine years to look, the higher the level of superior quality industrial water efficiency provinces, industrial efficiency water with an average of1.0292, in nine years overall volatility is not, these areas are basically reached the level of super-efficiency industrial water, industrial water use efficiency of future also showing a rising trend. Good quality water for industrial efficiency provinces average industrial water efficiency levels for nine years was0.85, the next there is a great increase in space, by adjusting the industrial structure, improve water-saving technology, the future is still possible to achieve the ultra-efficient industrial water level. Poor quality provinces9year average industrial water use efficiency was0.64, and the fluctuations, industrial efficiency water is below the national average, the future should focus on strengthening the regulation of these areas.(3) the establishment of Tobit model factors affecting the industrial efficiency of water use empirical analysis. According to the regression results of the article, the industrial structure, industrial water recycling rate, water endowments, economic development and government adopted five factors influence significant test. Water for industrial efficiency industrial structure showing a significant negative correlation, when eight high-water industry, industrial output value accounted for the proportion of industrial output fell1%each, the industrial efficiency of water will grow by about0.097%. Industrial water recycling rate of industrial water use efficiency showed a positive correlation, while industrial water recycling rate for every1%, the industrial water recycling rate will increase0.176%. Water resource endowments and industrial water use efficiency showed a negative correlation, when the per capita increase of one cubic meter of water, the level of economic development’s impact on industrial efficiency was positively correlated with water, when every1yuan increase per capita GDP, industrial efficiency water will increase 0.001%. Government influence and industrial-efficiency presents a positive relationship with water, when the expenditure share of GDP for each1%increase in industrial efficiency will decrease0.688%water. Industrial efficiency will be reduced by0.001%water. Annual growth rate of industrial water impact on industrial efficiency water exhibits a negative correlation, when the annual growth rate of industrial water reduced by1%, the industrial efficiency of water use will increase0.2percent, institutional structure and industrial efficiency showed negative correlation with water, the state-owned large when medium-sized industrial enterprises in the proportion of total industrial output value increased by1%, industrial water efficiency will drop0.083%. Two annual growth rate of industrial water and institutional impact, of structural factors that did not pass the test of significance, but the factors analyzed in this article is still a certain theoretical significance.Based on the above findings, our government should adjust the industrial structure, accelerate the optimization and upgrading of industrial structure, high water consumption of industrial enterprises to limit water consumption, high pollution and high water ban those behind the industrial enterprises. The introduction of advanced water-saving technology to improve the recycling rate of industrial water. Further clarity of water property rights system, the implementation of the water diversion project to change the situation of human uneven distribution of water resources in China, and further enhance industrial water prices, give full play to the role of market mechanisms to promote the rational optimization of industrial water, thereby improving the efficiency of industrial water. Also in the policy, industrial enterprises should increase efforts to support the development of a water-saving policies in line with China’s industrial real, called enhance their awareness of water conservation.
